REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
May 13, 1976
Mayor Radakovich assembled the meeting at 7:35 P.M. Paul
Mathis gave the invocation. Members present were George
Lowery, Clara Sanderson, Mayor Radakovich, Stanley Jernigan,
Bill Bishop and Pat Turner.
The minutes of the regular muting of April 8, 1976, The
Special Joint meeting of the City Council and Zoning Board
April 13, 1976 and the special metting April 29, 1976 were read
and approved as read.
The two sealed bids for the Workmen's Compensation Insurance
were opened by Mr. Yates. The bid from Texas Municipal League
for one year was an estimated premium of $1,740.68. Anchor
Insurance Agencys' estimated annual premium was $2,074.00,
based on our current payroll. The Council gave Mr. Yates
permission to study these bids before they took any action
on them .
Mr. Yates advised the council of the status of the Fire Plugs.
He said the Fire plug by the water tower is completely in-
operable and one of the others can be repaired. Mayor Radakovich
recommended that Mr. Yates keep a maintenance chart on these
fire plugs.
The council gave Mr. Yates authority to see if Mr. McGlothlins'
parents were still living in the mobile home. Mr. McGlothlins'
trailer permit was up. Mr Turner recommended that it be
stipulated in the minutes, that iF Mr. McGlothlins' parents
ever moved the trailer would be moved also. The council
all agreed to this.
Mr. Turner made a motion to pay each Election Clerk the maximum
of 2.00 per hour and that the Election Judge be paid $5.00
per trip to the courthouse, Mr. Bishop seconded the motion.
The motion carried unanimously.
Mr. Yates told the council that the second set of letters
had been mailed concerning weeded and junked lots. Mr. Lowery
recommended that Mr. Yates talk to the people before he
issues a warning from now on.
Mr. Jernigan made armotion that we pay the first Periodical
Estimate on the sewer project (WPC-TEX-1004), seconded by
Mr. Lowery. The motion carried unanimously.

Mr. Turner made a motion to adopt the Mayors' Councils
recommended resolution ~~76-10 which approves the continu-
ation of Revenue Sharing. Mr. Lowery seconded the motion.
The motion carried unamimously.
Mr. Yates asked permission to obtain bids on fifty (50)
water meters. The council discussed this at length, and
Mayor Radakovich authorized Mr. Yates to buy ten water meters
now and get bids on fifty.
Mr. Jernigan made a motion that we accept what the zoning
and planning board has submitted regarding building for
multi-family classifications and that Mr. .Marshall draw up
an ordinance for this, seconded by Mrs. Sanderson. The
motion carried unanimously.
Mr. Turner recommended that Item ~~14, the consideration of
residential sq. footage and lot recommendations from planning
and zoning board, be tabled and have a special meeting in two
weeks.
Mrs. .Margie Lowery presented her plat for the consideration
of vacating that portion of Sixth Street between Chitwood
street and the extended west boundary lines of Lot 5, block
61 and lot 5, block 72; and the alleyways across blocks 62,
71 and 72, and between lots 5 through 8 on the south and
lots 9 through 12 on the North, of block 61: Mrs. Myrtle
Cunningham was also present. Mr. Turner made a motion to
vacate the portions requested, seconded by Mr. Jernigan.
Mrs. Sanderson, Mr. Jernigan, Mr. Bishop and Mr. Turner
voted yes, Mr. Lowery abstained. The motion carried.
Mr. Turner made a motion that the comprehensive plan not be
changed since Mrs. Lowery withdrew her request for this
change. Mr. Bishop seconded the motion. Mrs. Sanderson,
Mr. Jernigan, Mr. Bishop and Mr. Turner voted yes, Mr. Lowery
abstained. The motion carried.
Item 4~8, consideration of Ordinance establishing place system
of Mayor and City Council elections was deferred to the next
Special meeting.
Mr. Turner made a motion to adopt the amendment of Ordinance
~~74-6, authorizing the us e of plastic pipe PVC Sche dule 40,
4'~'and clay pipe for one and two family residential dwellings
with the stipulation that they be imbedded in sand on a uniform
grade, include a test be water tested, no PVC to be placed
under a slab; Commerical and Multi family will use Cast Iron
only. Mr. Lowery seconde d the motion. The motion carried
unanimously.

Mayor Radakovich suggested a muting for Monday night,
May 17, 1976 at 7:00 P.M. to interview the students for
the scholarships.
Mayor .Radakovich entertained a motion to adjourn. Mr. Lowery
made a motion to adjourn, seconded by Mr. Bishop. The motion
carried unanimously. The meeting adjourned at 11:10 P.M.
