REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
- February 12, 1976
Mayor Choldres assembled the meeting at 7:45 P.M. Bro. Keene gave the
invocation. Members present were George Lowery, Steve Radakovich, Mayor
Childres, Stanley Jernigan, Bill Bishop and Pat Turner.
The minutes of the regular meeting January 8, 1976, The Special Meeting
January 29, 1976, and the Special meeting February 5, 1976 were read
and approved as read.
Robert Patterson recommended to the Council that the small park be
named "Harmony 76 Community Park", and that the dedication be held
March 13, 1976 at 2:00 P.M. Mr. Turner made the motion to accept the
motion to accept this recommendation, seconded by Mr. Lowery. The
motion carried unanimously.
Mr. Honea asked to be on the agenda, but was not present.
Bill Simpson advised the council that he had been harrased by one of
the Kennedale Police Officers. The officer had gone out to his house
at 10:10 P.M. to check on a fire. He said he lives outside the City
Limits and he felt he could burn trash if he wanted to. He said the
Officer left his gate down and that some of his livestock got out,
and he wanted to be paid for them. He said he asked the Officer to
leave but the Officer remained there until after midnight. Chief
Halverson asked if he would accept a written apology from him with
the assurance that this would not happen again. Mr. Simpson wanted
the Officer fired. The council discussed this at length with him
and told him that since this was the first complaint they has re-
ceived on this Officer, they would see that he was reprimanded, but
they would not allow him to be fired.
Jack Yates said that the Officer went to Mr. Simpson's property
because of the fire and did not immediately leave due to Mr. Simpsons'
threats to the Fire Department, and did not feel a reprimand was in
order. Mayor Childres instructed Chief Halverson to write Mr. Simpson
a letter of apology and to instruct his officers not to go outside the
City Limits on a call unless requested to do so by Tarrant County
Sherrif's Department.
Mayor Childres advised the Council that the Texas Electric Rate
Request increase will be effective February 1, 1976.
Mr. Marshall read Resolution No. 76-3 calling a Municipal Election
for April 3, 1976 to elect two Councilmen and a Mayor to serve a term
of two years each. Mr. Bishop made a motion to adopt Resolution
No. 76-3, seconded by Mr. Lowery. The Motion carried unanimously.
Mayor Childres recommended that Pauline Platt be appointed to serve
as the Election Judge and Hazel Bulin serve as Alternate Judge. Mr.
Radakovich made a motion to accept this recommendation, seconded by
Mr. Turner. The motion carried unanimously.

Mr. Yates asked the council to determine whether the people on Dick
Price Rd., who were annexed into Fort Worth, would be charged the
Outside City Limit rates. The Council agreed unanimously that they
would pay the outside City limit rates.
Mr. Marshall asked the Council if they wanted him to proceed with the
Condemnation proceedings on TEX-WPC-1004. Mr. Lowery made a motion
to adopt Resolution No. 76-4 authorizing Clyde Marshall as City
Attorney to institute condemnation proceedings for the sewer easements
across the property of Sherman Bruce and Elmer Clark's property,
seconded by Mr. Bishop. The motion carried unanimously.
The departmental reports were given. The Council instructed Mr.
Mathis to change the Police Department report to show the portion of
the $ 733.20 transmission service repair bill, on the Ford Torino
Police car to be paid out of the Auto Repair and Replacement fund
and to refund this amount to the General Fund.
The Council discussed the Volunteer Ambulance Service that Everman has
been providing for us, and the possibility of Kennedale donating some
money to them. They answer the Police Departments request for an
ambulance very quickly each time they are called.
Mr. Radakovich made a motion to donate $ 100.00, from the contingency
Fund, to the Everman Volunteer Ambulance Service. Mr. Turner seconded
the motion. The motion carried unanimously.
The judging of the City Seal Contest was held in this manner. The
entries were numbered with the names of the contestants covered.
These were placed on the wall. The Council wrote the number they
voted for on a piece of paper and gave it to Jack Yates. He called the
numbers out loud. The votes were as follows:

The majority vote was for number 27. This entry was made by William
West, a Kennedale High School Freshman. Ne will be given a check for
$ 100.00.
Mayor Childres recommended the meeting be adjourned. Mr. Lowery
made a motion to adjourn, seconded by Mr. Bishop. The meeting
adjourned at 10:20 P.M.
