12.08.1977 CC MinutesPage 753 REGULAR MEETING OF THE KENNEDALE CITY COUNCIL December 8, 1977 Mayor Radakovich assembled the meeting at 7:30 P. M. Pat Turner gave the invocation. Members present were George Lowery, Clara Sanderson, Mayor Radakovich, Stanley Jernigan, Charles Kuykendall and Pat Turner. The minutes of the Regular Meeting October 13, 1977, Special Meeting October 25, 1977, Regular Meeting November 10, 1977, Special Meeting November 17, 1977 with one addition, Judge George Thompson's salary increase request from $100.00 per month to $150.00 per month was denied, and the Special Meeting December 3, 1977 were approved as read. Item No. 1, Discussion of Lone Star Gas Rate Increase P~equest. Bobby Oney, Supervisor, from Lone Star Gas Company requested that the Kennedale City Council suspend the first rate increase for thirty (30) days and the second rate increase request for ninety (90) days to see what the City of Fort Worth will do. Pat Turner made a motion to suspend the first request for thirty (30) days, seconded by Charles Kuykendall. The motion carried with none opposed. Pat Turner made a motion to suspend the second request for ninety (90) days, seconded by George Lowery. The motion carried with none opposed. Item No. 2, Consideration of Sewer Use Charge. Bob Nichols, with Freese and Nichols Engineering, was present at Jack Yates request to advise what the best procedure for sewer charge increase would be. Jack Yates presented his recommendations. Pat Turner recommended postponing this item for a worksession. The council agreed, but no date was set at this time. Stanley Jernigan suggested bringing this up at the next Town Hall Meeting. Pat Turner said we must reimburse the sewer charges to the nineteen (19) customers, who did not pay their tap fee, in the Phase I and Phase II Area as voted upon by the council, November 10, 1977. Jack Yates recommended we use the December 1877, January and February 1978 averages to figure our sewer charges and bill this on the April 1, 1978 bills (March 21, 1978) billing. George Lowery made a motion to have Mr. Marshall draft an ordinance no. adopting the new sewer rate showing the service charge increased from $1.85 to $2.00 per month and the volume charge at .438 per 1.000 gallons. Clara Sanderson seconded the motion. The motion carried with none opposed. Mayor Radakovich recommended we made a water and usage and sewer rate chart and post it in the front office _f or the customers to see. The council agreed. Item No. 3, Consideration of Unemployment. Compensation. Stanley Jernigan made a motion to adopt the tax payer method (.Ol%), Page 754 Regular Meeting December 8, 1977 Cont'd seconded by Clara Sanderson. The motion carried unanimously. Item No. 4, Discussion of Amending Ordinance Concerning Utility Service Termination. This item was not ready for presentation. Item No. 5, Departmental Reports. Jack Yates asked the coun- cil if they wanted to pay for the radio system change over with Revenue Sharing Funds or from the General Fund. The council recommended paying for it with Revenue Sharing. Mayor Radakovich asked if we had purchased a new tape recorder yet. Jack Yates said no, but he would get with Evelyn Templeton and buy one. Mr. Marshall recommended the re-adoption of Ordinance No. 77-22, because he had made three changes in the rough draft that was submitted to him for typing. George Lowery made a motion to re-adopt Ordinance No. 77-22 with the changes as made by Mr. Marshall. Clara Sanderson seconded the motion. The motion carried with none opposed. Pat Turner asked Jack Yates about the carnival that was set up on Buddies parking lot. Jack Yates answered that it was a non profit organization. Pat Turner asked about the status of the Keeton's Playground Equipment that was being spread out over another lot. Jack Yates said he had notified Mr. Keeton to ask for a variance. Pat Turner asked if the house at 300 N. Little School Road that burned has been condemned. Mayor Radakovich said no, but it should be and that it was probably an oversight. Pat Turner asked who owned the house 716 North Road, and if it was condemned. He was told that it was condemn- ed and that Marie Oliphint owns the house. Mayor Radakovich advised the council that we had received a lot of help from Commissioner Jerry Mebus. He asked that we tell Mr. Mebus how much we appreciate his help. Jack Yates said the county was doing Village Street this week too, but that the city was buying the gravel. Stanley Jernigan asked Jack Yates about the weed letters. Jack said he would get them out. Stanley asked how many were going to the Tarrant. County Mayors Council Annual Ban0uet Monday night, December 12, 1977. The results were thatCharles and Sandra Kuykendall, Clara Sanderson, George and Margie Lowery, Stanley and Jimmi Jernigan, Evelyn Templeton, Steve Radakovich, and Jack Yates would attend. The reservations are $12.00 each. The Mayor's reservation is free. Jack Yates advised the council that Forest Hill had called Page 755 Regular Meeting December 8, 1977 Cont'd late today,saying their city attorney suggested to their council and they went along with it to ask Kennedale to also annex our extraterritorial property within one year. He said he advised them that we could not annex it since we are a General Law City. Jack Yates said we are right back where we started from. Jack Yates said we are not getting the Fire Reports anymore, and he feels there is a personal reason for this. Jack Yates said the C. D. Pincher tickets that were up before the county had been dismissed by the Assistant District Attorney, Jim Shaw. Jack asked what the council wanted him to do about the tickets. Pat Turner asked if sewer was available to Pincher, and he wanted it checked into to see if he could get onto sewer. The council feels he should pay the tickets. Jack Yates said the Planning and Zoning Board wants to have a joint meeting with the City Council to discuss Don Johnson's Battery Shop. No date was set at this time.
