SPECIAL MEETING OF' THE KET~TNNEDALE CITY COUNCIL
October 25, 2977
Mayor Radakovich assembled the meeting at 7:40 P. M. Members present were
Mayor Radakovich, Stanley Jernigan, Charles Kuykendall and Pat Turner. Clara
Sanderson and George Lowery were absent.
Item No. 1, Consideration of Fourth Year Community Development Application.
Mr. Jack Yates advised the council that we have $23,000.00 left over from the
$93,000.00 third year Corrnnunity Development money that was approved for water
line improvements, and that $43,000.00 more has been approved. This will
give the City of Kennedale a total of $46,000.00 for water lines if L. Murphy
Kleuser, Tarrant County Planning and Management, will approve a change order
for the $23,000.00. Mr. Yates gave the council his recommendations for the
expenditure of that money. They are as follows:

A - Little School Road to North End of Collett Sublett.
B - Alma Road to 287 Fire Hydrant.
C - Alma Road to East End of City.
D - From the Nursing Home to 287
E - Third to Broadway.
F - Broadway Railroad Tracks to Dick Price Road.
G - Well #4 to Averett Road.

Mayor Radakovich and Pat Turner agreed that line A was top priority. Stanley
Jernigan said he thought we should try to complete line A this year, and he
would, with the councils permission, go to see Murphy Kleuser Wednesday
Morning October 26, 1877 to try to get an approved change order for the
$23,000.00. Stanley Jernigan suggested getting bids for lines A, B, C and D.
Pat Turner made a motion to have Bid Specifications drawn up for the areas
represented by lines A, B, C and D and the area on Mansfield Cardinal Road
between Little School Rd. and Hwy. 287, seconded by Charles Kuykendall. The
three councilmen present voted to approve this motion. The motion carried.
Item No. 2, Consideration of Requesting Economic Development Administration
Grant. Stanley Jernigan asked if the council wanted to continue with the
extension of the water lines or go for overhead storage tanks with the
$100,000.00 grant from the Tarrant County Mayor's Council. Pat Turner asked,
under our peak periods, how much more water we could pump into storate tanks

than we have storage for. Jack Yates answered 100,00 gallons per day. The
overhead storage tank we now have is a 55,000 gallon tank. The council
agreed that water is the top priority and that overhead storage is more
important than the extension of water lines at this time. Mayor Radakovich
told Jack Yates to get an estimate on a 100,000 gallon overhead storage tank.
Stanley Jernigan said he would like to have Bob Nichols, from Freese and
Nichols, go with him to make the application for the overhead storage tank
at the Mayor's Council Meeting.
Stanley Jernigan said there were extra funds available for low income people,
but that he would like to get more information about it before they made any
decision whether to apply.
Jack Yates said it would cost $331,000,00 to finish the sewer program.
Jack Yates said that Dave Bloxom, of Speed Fab-Crete, called him this date
and said he would give a check for $13,000.00 to get the 287 sewer project
started. Mayor Radakovich said he would go to see Dale Hugley, of Petroleum
Rubber, and try to get the sewer program closed.
Item No. 3, Discussion of Police Car Purchase. Jack Yates advised the council
that the Pontiac Phoenix was not the size car he believed it to be, and that
Chief Halverson could not use it, therefore, they would need to select another
car. Pat Turner said he would like to stay with the Pontiac. Pat Turner said
he would make a call Wednesday to check on a Pontiac Lemans. Stanley Jernigan
made a motion to set a limit of $5,500.00 and try to buy a Pontiac Lemans, and
if we cant't get a Pontiack then buy the Chevrolet or Ford. Charles Kuykendall
seconded the motion. The motion carried with none opposed.
Jack Yates said he planned to compose a letter to Jerry Medbus in appreciation
of all the work he has done for the city. Jack asked Mayor Radakovich to
help hime with this and he agreed. Jack Yates informed the council that he
had taken a surveyor down to Mr. Stephen Loves to get the easement and was
told that he wasn't going to give an easement for the water line.
Pat Turner made a motion to adjourn, seconded by Stanley Jernigan. The
motion carried with none opposed. The meeting adjourned at 9:27 P. M.
