REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
October 13, 1977
Mayor Radal~ovich assembled the meeting a.t 7:30 P. M. George
Lowery gave the invocation. Members present were George
Lowery, Clara Sanderson, Mayor Radakovich, Stanley Jernigan,
Charles Kuykendall and Pat Turner.
The minutes of the September 8, 1977 Regular Meet~.ng and the
Special Meeting October 5, 1977 were read a.nd approved as
read.
Jim Badeker, Tarrant County Planning and management, submitted the
Basic Floor Plan for the Community Center for approval by the
council. The building will be placed on the back of the lot
facing New Hope Road. The service entrance will be facing
Broadway. The building will be 50' X 60', the kitchen will
be 6' X 12', hospital type lavatories that meet federal
requirements. They are planning on a turn-key job. The
ground breaking should be about Christmas time. Stanley
Jernigan made a motion to accept the plan as submitted by
the Tarrant County Planning Commission, seconded by George
Lowery. The motion carried with none opposed.
Item #2, Consideration of Lone Star Gas Rate Increase Request.
Mr. Charles Cook and Mr. Bobby Oney from Lone Star Gas Company
were present asking approval of the Rate Increase Request.
Mr. Cook gave the council copies of the proposed rate applica-
tion chart. Mr. Cook said they would give the City of Kennedale
an agreement that they will not charge us any more per COCA than
the City of Fort Trlorth. The rate increase figures are based
on the 1976 figures. Mr. Cook said they had obtained approvals
from Crowley, Everman, Lakeside, Lade ti^~orth, Westover Hills,
Westworth, Edgecliff and River Oaks. Pat Turner made a motion
to suspend action for sixty (60) days, seconded by George
Lowery. The motion carried with none opposed.
Item #l, Consideration of Annexation for Anderson Property.
Jack Yates submitted letters from Fox Electric approving the
Electrical work on the two houses in question, Tom's Plumbing,
Inc. approving the plumbing, and Dale P. Michaub, Tarrant
County, approving the septic tank. Jack Yates said Mr. J. B.
Anderson paid for these inspections. The council wanted to
know if this was all of Mr. Anderson's property. Mr. Yates
wasn't sure of this, but the proposed annexation ordinance
states that all the propert~T will be annexed. Stanley
Jernigan made a motion to adopt Ordinance No. 77-16 annexing
the rest of the J. B. Anderson property into the City of
Kennedale, seconded by Charles Kuykendall. The motion carried
with none opposed. Mr. Marshall took the original copy for
filing with the county.

Item #3, Consideration of Resolution for Participation in
Mayors Council Community Development Application. Pat Turner
made a motion to adopt Resolution No. 77-13 to participate in
the Mayors Council Community Development Application, seconded
by George Lowery. The motion carried with none opposed.
Item #4, Consideration of Ordinance Providing for Park Board.
Pat Turner recommended that one name, Kirk Turner, be dropped
from the Park Board per Kirk's request, and another name be
submitted. Stanley Jernigan suggested we have a minimum of
six (6) Park Board members. It was recommended that a voting
member be a citizen of Kennedale. Mayor Radakovich suggested
we have more than six members. Pat Turner didn't feel we
should have more than six voting members. Mayor Radakovich
suggested that the recommendations be given to Jack Yates
and that he incorportate them into a new set of rules for the
next meeting.
Item #5, Consideration of Ordinance Regulating Conduct in Parks.
Mayor Radakovich read the proposed ordinance regulating conduct
in parks. Pat Turner recommended maximum speed limit of ten
(10) miles per hour in the park. George Lowery made a motion
to adopt Ordinance No. 77-19 regulating conduct in the City
of Kennedale Parks, seconded by Pat Turner. The motion carried
with none opposed.
Item #6, Consideration of Bids for Police Car. The bids were
as follows:

Bruce Lowery Chevrolet (Malibu 305) 5,152.60
George Lowery asked what the police wanted. Jack Yates said
the Pontiac. Clara Sanderson said Chief Halverson told her
Wednesday October 12, 1977 that he wanted the Chevrolet (Malibu)
Pat Turner made a motion to buy the Pontiac (Phoenix) from
Kircher Pontiac if he can supply in two weeks, and if not we
buy something else, seconded by Charles Kuykendall. The motion
carried with none opposed.
Item #7, Consideration of Ordinance Regarding Dilapidated
Structures. Mr. Marshall read the Ordinance No. 77-14 that he
had prepared per the councils instructions at a previous meeting,
September 8, 1877. Clara Sanderson made a motion to adopt
Ordinance No. 77-14, seconded by Charles Kuykendall. The motion
carried with none opposed. There was one correction to be made
to Ordinance No. 77-14, which Mr. Marshall made. The wording
was to be changed owner and occupant under Notice to Owner.

Mr. Marshall read Ordinance No. 77-1.8 he had prepared for. a
range of fines for Misdemeanor Violations for all our
ordinances. Pat Turner read Ordinance No. 77-18, seconded
by George Lowery. The motion carried with none opposed.
Mr. P,Zarshall read Ordinance No. 77-17 adopting the Kenne-
dale City Code 1877. Stanley Jernigan made a motion to adopt
Ordinance No. 77-17 codifying the City of Kennedale ordinances,
seconded by Clara Sanderson. The motion carried with none
opposed.
Item ,,#9, Departmenf,al Reports were discussed thoroughly.
Mayor Radakovich and Stanley Jernigan instructed Jack Yates
to find out if the liability insurance we carry on the police
cars will pay for Mr. Jenkins fence that was torn down on
Bowman Springs Road by one of our police cars.
Charles Kuykendall asked Jack Yates what could be done about,
Gilman Road. Mr. Yates said the county had backed out of
their agreement to build the road. Mayor Radakovich advised
the council of his meeting with Dick Anderson which was not
favorable. Charles Kuykendall asked Jack Yates to go see
Commissioner Anderson. and Harry Purser and try to see what
could. be done.
Mayor Radakovich advised the council that he and Jack Yates

had met with Mayor Jackie Larson of Forest
City Mar_ager concerning the extraterritorial jurisdiction
in Oak Crest Addition. Forest Hill's Mayor and Council wants
all of that area, and they will go to court with us if we do
not agree.
George Lowery suggested that Charles Kuykendall, Stanley
Jernigan and himself vote Mayor Radakovich, Pat Turner and
Clara Sanderson a raise. No decision was made on this.
Mr. Marshall recommended we adopt Ordinance No. 77-20 amending
Ordinance No. 57-9 repealing the provision that grants permits
to haul trash and providing for contracts to be awarded by
franchise agreements. George Lowery made the motion to
adopt Ordinance No. 77-20, seconded by Charles Kuykendall.
The motion carried with none opposed.
Jack Yates said the Health Department wanted a Resolution
adopted naming Freese and Nichols as our resident engineers.
Pat Turner made a motion to adopt Resolution No. 77-14 naming
Freese and Nichols as our resident engineers, seconded by
Clara Sanderson. The motion carried with none opposed.
Pat Turner asked Jack Yates to get the door to the council
room repaired.- The council unanimously agree.

Charles Kuykendall said the Reserve Police Officers had not
been given a uniform allowance in the last six or eight months.
Jack Yates said there was nothing in the ordinance authorizing
the uniform allowance for reserve officers.
Mayor Radakovich read a letter he received from Sheriff Lon
Evans and Mr. J. W. Teague, Superintendent of the Kennedale
Schools, in appreciation of the Police Department, and
especially Police Chief Karl Halverson.
George Lowery made a motion to adjourn, seconded by Clara
Sanderson. The motion carried with none opposed. The meet-
ing adjourned at 11:22 P. M.
