REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
August 11, 1977
Mayor Radakovich assembled the meeting at 7s40 P. M. Pat Turner gave the
invocation. Council members present were Clara Sanderson, Mayor Radako-
vich, Stanley Jernigan, Charles Kuykendall and Pat Turner. George Lowery
and Mr. Clyde Marshall were absent. Mr. Marshall was on vacation.
The minutes of the July 21, 1977 Special Meeting and the July 26, 1977
Special Meeting xere approved as read.
Item #4, Consideration of Rate Increase Request from Lone Star Gas Company,
was discussed first. Mr. Charles Cook, Manager Special Projects at Lone
Star Gas Company, and Bobby Oney were representatives of Lone Star Gas
Company. Mr. Cook said they were asking for a 9.4~ increase and is based
on Fort Worth's rate in 1976. They are requesting rate increases from
seventeen cities. They are in litigation with the City of Fort Worth
now. The City of Kennedale must make a decision by August 23, 1977.
Stanley Jernigan made a motion to suspend and action on this resolution
for a minimum of sixty (60) days. Clara Sanderson seconded the motion.
The motion carried with none opposed.
Item#1, Setting of Public Hearing for Annexation Request of J. B. Ander-
son Property. Pat Turner made a motion to set a Public Hearing for the
Annexation Request of J. B. Anderson property for the next regular meet-
ing September 8, 1977, seconded by Stanley Jernigan. The motion carried
with none opposed.
Item #2, Discussion of Rules for Park Board, was postponed.
Item #3, Consideration of Ordinance Regulating Maximum 5peed.Limits on
City Streets. Stanley Jernigan made a motion to adopt Ordinance #77-
regulating speed limits by specific streets, seconded by Charles Kuy-
kendall. The motion carried with none opposed.
Item #6, Consideration of Ordinance Adjusting Water Rates for Outside
City Connections. Mr. Young who lives outside city limits on Dick Price
Road, due to no fault of his own, questioned the proposed ordinance.
Weldon Edens and Kirby Doud were present and live in the same area. Mr.
Stephen Love was present since his property is not in the city through
his own choice. Mr. Edens, Mr. Doud and Mr. Young said they felt it
was not right to penalize them since they had no choice in being de-
anne~d. Mr. Edens said the letters they received from the City of
Kennedale asking if they preferred to be in the City of Kennedale or
Fort Worth were worded very poorly. He suggested we send out new letters
with more detail. He said he thought it would be to the advantage of the
City to do so. Pat Turner made a motion to amend the amendment to read
a minimum of $10.00 charge instead of $15.00 for all customers outside
city limits of Kennedale plus the regular char a over the minimum to
remain the same as it is now (90¢ per thousand, seconded by Charles
KuykendaT.t.: Clara Sanderson~~.Charles"~~.aykendall and Pat Turner voted
for the amendment, Stanley Jernigan opposed, The motion carried.

Mr. Stephen Love said he was in favor of an increase and he thought
the $10.00 minimum was fair. He said his property was thrown out too.
He said he owns 650' of the road in front of his house (Village St.)
and 650' of water line is on hip property. that he did not give right
of way for it to be laid. There are five taps on the water line on
his property. Mayor Radakovich asked Mr. Love if he would dedicate
the street. Mr. Love said no, not if he could help it. He doesn't
want the trees cut down. After considerable discussion, Mr. Love
said he would give an easement for the water line that is on his
property, but he would not bring his property into the City of
Kennedale.
Item #5, Consideration of Resolution Regarding State Volunteer Fire-
men's Relief and Retirement Fund. Stanley Jernigan made a motion
to notify the State that we are not ready to join right now, seconded
by Clara Sanderson. The motion carried with none opposed.
Gene Anderson, owner of Woodlea Acrea Mobile Home Park, advised the
council that there is a very steep dropoff on Highway 287 across from
Texas Bronze. He said it was about a 7' deep dropoff and about 15'
long. He said a small car could run off into it and not be seen from
the highway. Mayor Radakovich said we would try to get something done
about that and thanked Mr. Anderson for coming to the meeting.
Item #7, Departmental Reports were discussed next, Stanley Jernigan
asked how much trouble it would be to put a budget line on the graph.
Jack Yates will try to figure out something on this.
Clara Sanderson made a motion to adjourn, seconded by Pat Turner.
The motion carried with none opposed. The meeting adjourned at 11x35 P. M.
