06.23.1977 CC MinutesSPECIAL MEETING OF THE KENNEDALE CITY COUNCIL June 23. 1977 Page 724 Mayor Radakovich assembled the meeting at 7:30 P.M. George Lowery gave the invocation. Members present were George Lowery, Clara Sanderson, Mayor Radakovich, Stanley Jernigan, Charles Kuykendall and Pat Turner. Item #1, Consideration of Support to Senior Citizens Center, Inc. to Provide Meals at Community Center. A number of Senior Citizens were present. Mayor Radakovich took this opportunity to tell the group what has been accomplished about the Community Center. He also went on record as having said that he had heard that he and the council were being accused of being anti-old people and against feeding the old people, and that this was not true. He said the council did not deserve this type of criticism. Mr. Floyd wanted to know why they were down on the old people. Mayor Rad- akovich denied that any of the council were against them. Sheri Brewer, Ralph Yeakley, and a representative from Community Action Agency, Patrice Cooley were spokesmen for the group. Mr. Ralph Yeakley stated the C.A.A. were spending their money elsewhere except for meals on wheels. He said they must have the approval of the council to allow the Senior Citizens to feed thirty five (35) to forty(40) people catered lunches. Pat Turner asked the question, what will the C.A,A. be pro- viding? Sheri Brewer answered they will be providing the staff, arts, crafts, rent and meals on wheels. The kitchen will not be used, since the meals will be catered. The kitchen will be available+ for the com- munity use. Charles Kuykendall asked if they would turn anyone away if they were from other cities. Sheri said they would never turn anyone away. Stanley~Jernigan asked if they were seeking support from the city to pay for the meals. Sheri said the Senior Citizens, Inc. would pay for all meals, but they would need the council's approval of this. Stanley said he only saw one thing in the contract he objected to and that was the terminology "Kennedale Senior Citizens Center." He said it should be called the "Kennedale Community Center." Sheri said that would not present a problem and would change it. Charles Kuykendall asked if there would be a chance of a Kennedale Senior Citizen being turned away in favor of anyone outside the city. Sheri said this would never happen. Mr. Yeakley said the only re- quirement would be for the individual to call in not later than 2x15 P.M. the day before in order to be served the next day. George Lowery asked what the .cost of the meal will be. Sherri answered $.25 donation for persons sixty (60) years of age or older. Anyone under sixty (60) years of age will be required to pay $1.25 per person. Clara Sanderson asked if they prepared special meals for diabetics or people who are on special diets. Sheri said she did not know the answer to this question. Clara asked how many meals on wheels were served per day. Sheri answered they served about twelve (12) per day. Charles Kuykendall asked how they let people know about this program. Sheri said by advertising and knocking doors. Page 725 June 23, 1977 Meeting Cont'd George Lowery made the motion to approve the contract for Senior Citizens. Inc., seconded by Clara Sanderson. The motion carried with none opposed. Patrice Cooley advised Mayor Radakovich that there was money funded for a food voucher program for $2,5.00 per voucher. She said she would send the information to Jack Yates for their consideration. Item #2, Presentation of Engineering Report Regarding Sewerage of East Mansfield Highway. Mike Morrison, from Freese and Nichols, presented three plans for this extension. The council reviewed all three plans and favored Plan I which was the cost estimate for sewer system improve- ments on the east side along Highway 287 beginning at Pargas, excluding purchase of land for lift station, as follows: 1. 6" V.C.P. 2,400 L.F. $6.00 $14,400.00 2. 8" V.C.P. 1,100 L.F. 7.50 8,2,50.00 3. Manholes 6 each 450.00 2,700.00 4. Highway crossings 60 L.F. 60.00 3,600.00 5. 4" P.V.C. Force Main 2,100 L.F 2.25 4,725.00 6. Lift Station, complete in place Lump Sum 1818 0 Sub-Total $51, Contingencies and Engineering 25~ $12,919.00 Total Estimated Construction Cost $64,594.00 (Excluding land) Stanley Jernigan recommended we get bids and work on the industries for easements and possible financial aid on the Plan I program and if the industries wouldn't help we wouldn't accept the bids. Pat Turner made a motion to place this up for bids on Plan I, seconded by George Lowery. The motion carried with none opposed. Mike Morrison estimated a six months construction completion date for this project. George Lowery made a motion to adjourn, seconded by Clara Sanderson. The motion carried with none opposed.
