05.12.1977 CC MinutesPage 719 PUBLIC HEARING AND REGULAR MEETING OF THE KENNEDALE CITY COUNCIL, May 12, 1977 Mayor Radakovich assembled the meeting at 7:35 P.M. Council members present were Clara Sanderson, Mayor Radakovich, Stanley Jernigan, Charles Kuykendall, and Pat Turner. George Lowery was absent at this time but arrived at 9:17 P.M. Bro. Corey gave the invocation. The minutes of the Regular Meeting April 14, 1977 and the Special Meeting April 23, 1977 were approved as read. The Public Hearing began at this time to consider the closing of the alley across Block 44 of the original Town of Kennedale. No opposition was given. Stanley Jernigan made a motion to adopt ordinance ;~ 77-11 closing the alley across Block 44 of the original Town of Kennedale, seconded by Clara Sanderson. The motion carried with none opposed. Mayor Radakovich advised the council that Everman has stated that they will discontinue their ambulance service to Kennedale September 1, 1977. Jack Yates said he had talked to Everman, Forest Hills and Mansfield about giving us back up service to which they agreed. He had also talked to Mid- Cities Ambulance service and they were interested in giving the City of Kennedale ambulance service. Stanley Jernigan suggested that the council authorize Jack Yates to get a contract with Mid-Cities for councils approval at the next meeting. The council unanimously agreed. Jack Yates presented the proposed resolution adopting various revisions of the Flood Plain Insurance Program. Mr. Marshall recommended that a penalty clause be added. The council discussed the proposed resolution at length and made several changes to the proposed resolution. Pat Turner made a motion to adopt ordinance # 77-12 as amended with penalty clause added, seconded by Stanley Jernigan. The motion carried with none opposed. Mandatory garbage was discussed briefley and tabled. George Lowery arrived at this time, 9:17 P.M. Bob Corcoran brought the plaques the Kennedale Volunteer Fire Department received for the work they performed during the recent flood. He reported that the Fire Department cleared $1,500.00 on the fish fry, and that James Haley furnished a dempster free of charge for the fish fry. Bob Corcoran invited the council to attend a one day, county wide, school on hazardous materials that is being conducted for the fire department in White Settlement. Mayor Radakovich read proposed ordinance # 77-10 which gives persons 65 years or older a $x,000.00 tax exemption. This increases our present ordinance $ 1,000.00 per year. Stanley Jernigan made a motion to adopt ordinance # 77-10, seconded by Clara Sanderson. The motion carried with none opposed. Mayor Radakovich read proposed ordinance # 77-13 amending ordinance #75-10. Pat Turner made a motion to adopt ordinance # 77-13, seconded by Stanley Jernigan. The motion carried unanimously. The departmental reports were rot ready. Page # 720 May 12, 1977 Meeting Cont'd Mayor Radakovich reported to the council that Bob Patton, attorney for C, D. Pincher, came by the office this date and discussed the modular home C. D, Fincher had moved into the city. Mr. Patton asked for an extension to May 27, 1977 for his client to move the building, and that the citations be dismissed if the building is removed by that date. Mayor Radakovich asked Clyde Marshall if he felt the citations should continue to be issued daily. Clyde Marshall said it would have more effect on C. D. Fincher's attorney if we did continue to issue the citations daily and if he removed the building May 27, 1977 to recommend dismissal of same. The council all agreed to continue the citations daily. Stanley Jernigan and Pat Turner were not in favor of giving the 15 day extension. Clara Sanderson, George Lowery and Charles Kuykendall were in favor. Mayor Radakovich told Jack Yates to call Bob Patton Friday morning May 13, 1977 and give him this information. Ken Pearce requested to be on the agenda, but did not appear for the meeting. George Lowery left at 10:20 Z'.M. Pat Turner said Chuck Sorrell's 30 days were up and asked if anything had been done about it. Jack Yates said he would start work on that. Jack Yates advised the council that the five cities, Everman, Burleson, Edgecliff, Forest Hill and Crowley, that we had an agreement with concerning a landfill now want to sell the 22 acres purchased for that purpose. The council told Jack Yates to proceed with this sale. Clara Sanderson made a motion to adjourn, seconded by Pat Turner. The motion carried with none opposed. The meeting adjourned at 10:40 P.M.
