12.13.1979 CC MinutesPage g15 REGULAR MEETING OF THE KENNEDALE CITY COUNCIL December 13, 1979 Mayor Radakovich assembled the meeting at 7:30 P,M. Mayor Pro-Tem Clara Sanderson gave the invocation. Council members present were Mayor Steve Radakovich, Mayor Pro-Tem Clara Sanderson, Councilmen Wayne Winters, Dwight Miller and Charles Kuykendall. Councilman George Lowery was absent. Staff members present were Mel Justice, Clyde Marshall and Tyne Reflogal. The minutes of the October 25, 1978 Public Hearing were approved as read. The minutes of the November 3, 1979 Executive Session were approved as read. The minutes of the November 8, 1979 Public Hearing were approved as read. The minutes of the November 8, 1979 Regular Meeting were approved as read. The minutes of the November 8, 1979 Special Closed Meeting were approved as read. Item No. 2 CONSIDERATION OF RENEWAL OF HARDSHIP VARIANCE FOR W, W, TEMPLETON MOBILE HOME. Mr. W. W. Templeton came before the council and asked that his hardship variance be extended one year. His elderly Mother-in-law and Father-in-law live in the mobile home. Charles Kuykendall made a motion to extend the W. W. Templeton hardship variance for one year. Seconded by Clara Sanderson, Motion carried with none opposed. Item No. 1 CONSIDERATION OF ORDINANCE FOR ESTABLISHMENT OF AN AMBULANCE FUND. Mel Justice informed the Council of the need to establish a special Bank account for the ambulance fund. Dwight Miller made a motion to adopt Ordinance #79-15 Creating The City of Kennedale Ambulance Fund; and providing for deposit to and withdrawal from, said fund. Seconded by Charles Kuykendall, Motion carried with none opposed, Page 916 Regular Meeting Of The Kennedale City Council December 13,1979 Cont'd Item No. 3 APPOINTMENT OF COMMITTEE FOR RECOMMENDING ACTION ON AMBULANCE SERVICE. The Council discussed the duties of a committee and possible committee members. It was the concensus of the Council that Mel Justice contact the following and ascertain if they would be willing to serve on the ambulance committee. Dr. William R. Harris-Chairman Jimmy Smith-Fire Chief Glen Long-Citizen Representative Norma Sorrell Representative from Harris Corporation Steve Radakovich-Council Representative Item No. ~I CONSIDERATION OF PARK BOARD RECOMMENDATION ON CENTER DIRECTOR. Mel Justice explained to Council that Mr. Ralph Yeakley has submitted his resignation to become effective as soon as a replacement can be found. The Council entered into a short discussion then instructed Mel Justice to prepare a suggested job description and desired qualifications for a Community Center Director who would also serve as Director of Parks and Ballfields, and to commence accepting applications. OPEN DISCUSSION Mr. Marshall presented Ordinance No.79-13, which had been adopted at the October 11, 1879 meeting for acception. Clara Sanderson made a motion to accept Ordinance No. 79-13 as written an Ordinance vacating and abandoning a five foot wide utility easement across lots one, two and three, block one Glenn Oaks Addition to the City of Kennedale, Tarrant County, Texas. Seconded by Dwight Miller. Motion carried with none opposed. Mayor Radakovich instructed Mel Justice to look into the feasibility of writing a letter to the Commissioners Court asking for the property north of Village Creek to be placed in Commissioner Jerry Mebus precinct. 1 The Council asked Mel Justice to check with the state about the possibility of getting a red light installed on Highway 287 at Bowman Springs Road. Page 917 Regular Meeting of The Kennedale City Council December 13, lg7g Cont'd The Council also instructed Mel Justice to schedule a Work Session to discuss Cable TV on Saturday January 5, 1880 at g:00 A.M. Mr. Marshall reported on the Miller law suit. The Council instructed Mr. Marshall and Mel Justice to meet with Mrs. Miller and if a reasonable settlement could be reached, fix the road and obtain a written release. Mr. Marshall reported that the School attorney was filing suit against H. Thomas Bruton for back taxes and did the Council wish to join in the suit for the City taxes. It was the Councils desire to join in. Mr. Marshall reported on the Joseph law suit. Council instructed Mr. Marshall to notify Mrs. Joseph's attorney that the City was making a study of the situation. Wayne Winters made a motion to adjourn, seconded by Dwight Miller.
