PUBLTC HEARING ON 6TH YEAR COMM[TNITY DEVELOPMENT PROJECTS

October 25, 1979
Mayor Steve Radakovich assembled the meeting at 7:~I0 P.M.
Council members present were Mayor Steve Radakovich,
Mayor Pro-Tem Clara Sanderson, Dwight Miller, Charles
Kuykendall. George Lowery and Wayne Winters were absent.
Staff present were Mel Justice and Tyne Reflogal.
Item No. 1 Mayor Radakovich read the "Summary Statement
For Tarrant County Housing and Community Development
Block Grant Citizen Participation" as required. See
attachment:
Item No. 3 CITIZENS TO PRESENT SUGGESTED PROJECTS,
COMPLAINTS AND COMMENTS.
Mayor Radakovich announced there were no citizens pre-
sent and that the second public hearing has already
been scheduled for November 8, 1979•
Item No. 2 COUNCIL TO PRESENT SUGGESTED PROJECTS.
Mel Justice brought to the Councils attention the
list of suggested projects prepared by the staff and
stated Wayne Winters wanted to add two items to the
list. One item is for sidewalks on Bowman Springs
from Highway 287 to the High School and the second
item a large water line on New Hope Road to proposed
apartment location. Mayor Radakovich, Clara Sanderson
and Charles Kuykendall felt New Hope Road water line
was for future development and was not existing needs.
They were not infavor of this item at this time.
Charles Kuykendall wanted Gilman Road added to the
proposed list but Mel Justice stated it was included
in an EDA Grant which is for Water, Sewer and Street;
and should not be considered until notified about EDA
final action.
The Council discussed various locations where water lines
need repairing or enlarging and fire hydrants are needed.
All streets in the Hilldale Addition are in need of re-
pair and the streets in Turner Acres Addition need repair-
ing. It was the consensus of the Council that water lines,
fire hydrants and water valves were number one priority
and streets would be second priority.

Charles Kuykendall asked for and received a status
report on the water tower. Mel Justice felt it would
take about 18 months to 2 years for it to be operational.
Mayor Radakovich reported that Mansfield had an ambu-
lance for sale for $2,500 to $3,000 dollars it had
33,000 miles on it and it is a 1974 model. The Council
entered into a discussion concerning the ambulance.
Charles Kuykendall made a motion to give Mayor Radakovich
authority to purchase the ambulance from the City Of
Mansfield seconded by Dwight Miller. Motion carried
witYi none opposed.
Charles Kuykendall made a motion to adjourn, seconded
by Dwight Miller. Motion carried with none opposed.

In 1979, the Fifth Program Year, Tarrant County-and
the Urban Consortium applied for and received $2,887,000
for imr~lernent ation of its Community Dc~vPlopmc»i- Progr~~m,
and $931,128 for tho cor,tinlration of itK Housing A:3a3stanco
Program. The Z'4rrant County Planning Department •xpec'ts
that it will receive appro~:imatoly $2,997,000 in 1980 arld
$2,997,000 in 1981.

Thy process to Ue followed in drawing up and approving
the Sixth 1pplication will involve these steps:
• 1. Needs acid priorities will be assessed through a survey
condu~tied by the Tarrant County Planning Department
and throuyh public hearings held by the participating
cities.

2. Development of_ project proposals will be made by the
city staffs with citizen input provided at public
hearings held by the participating cities.

4. Approval of the proposed projects will be voted. on
by the mayors' Council of Tarrant County following
the advice, comments and alternative proposals sub-
mitted by citizens at a public hearing.
5. The Tarrant County Commissioners' Court will approve
the Work I~iogram and Application after following
tl~e•advice, comments and alternative proposals sub-
mitted by citizens at two public hearings.
