REGULAR MEETING KENNEDALE CITY COUNCIL
July 12, 1979
Mayor Radakovich assembled the meeting at 7:45P.M. Rev.
Donald Foster of Liberty Baptist Church gave the invoca-
tion. Council members present were George Lowery, Clara
Sanderson, Charles Kuykendall, Wayne Winters, Dwight
Miller, and Mayor Steve Radakovich. Staff members present
were Mel Justice, Clyde Marshall, Paul Mathis, and Tyne
Reflogal.
The minutes of the Regular Meeting for May 10, 1979 were
approved as read.
The minutes of the Regular Meeting for June 14, 1979 were
approved as read with one correction. Change ER to EER
Item #6.
ITEM N0. 1. Billie Richards concerning drainage on Highway
287. Billie Richards and her contractor, Jack Terry, asked
if something could be done about the drainage on Highway
287. Mayor Radakovich informed Mrs. Richards that 287 is a
State Highway and that the State has complete control of
the right of way and she should contact the State. Mayor
Radakovich also stated the City is in the process of corr-
ecting the drainage on Mansfield Cardinal Road which will
help Mrs. Richards problem.
ITEM N0. 2. Consideration of application for T.V. Cable
Franchise. Mr. D. D. Austin of Austin and Associates, Inc.
came before the council asking for a T.V. Cable franchise
for Kennedale. After a comprehensive presentation the
council decided to table Item No. 2 for at least 30 days
and Mr. Marshall the City Attorney is to review the app-
lication and prepare a recommendation for council.
ITEM N0. 3. J. C. Hubbard to discuss One Way Services Con-
tract. J. C. Hubbard of One Way Services asked for a garbage
rate increase on residential fees from $3.25 to $4.00 per
month and a 5% increase on commercial accounts, to become
effective 1 August 1979. Mr. Hubbard also asked for One
Way Services Contract to be extended to 1 August 1982.
Charles Kuykendall made a motion to adopt Ordinance #79-8
to extend One Way Services Contract to 1 August 19 82 and
to increase residential garbage rate from $3.25 pe•r month
to $4.00 pex~ month and to increase commercial garbage rate
by 5%. Seconded by Clara Sanderson. Motion carried with
none opposed.

ITEM N0. 4. Report form City Attorney on Southwestern Bell
Telephone Company proposed Rate Increase. Mr. Marshall
explained the proposal and advised the council that if they
wish to fight the increase they could send an attorney to the
Public Hearings or join Texas Municipal League actions.
ITEM N0. 5. Consideration of Resolution appointing City
Seceretary. George Lowery made a motion to accept Resolution
n79-15 appointing Tyne Reflogal City Secretary. Seconded by
Clara Sanderson. Motion carried with none opposed.
ITEM N0. 6. Consideration of Police Chief applications .
George Lowery made a motion to appoint Kevin Kirkpatrick
Kennedale Chief of Police. Seconded by Clara Sanderson.
Motion carried with none opposed.
DEPARTMENTAL REPORTS: Mel Justice reported he had the prop-
osed contract between the City of Kennedale and Senior Cit-
izens Centers Inc. Wayne Winters made a motion to accept the
contract subjects to the City Attorney's approval. Seconded
by Charles Kuykendall. Motion carried with none opposed.
Mel Justice gave a report on Community Center, stating
the County would pay for replacing the ramp, rail and floor
the if the City would accept as is. After discussion the
council advised Mel Justice and Wayne Winters to use their
own judgement.
Mayor Radakovich appointed Dwight Miller Council Advisor
to Park Board.
Mayor Radakovich appointed Dwight Miller Council Advisor
to Street Department.
Mayor Radakovich appointed Wayne Winters and Charles Kuy-
kendall to represent Kennedale at the Mayors Council.
GENERAL DISCUSSION: Dwight Miller commended Wayne Winters,
Harvey Long, and the Park Board on the new ball fields.
Paul Mathis reported on the new tax relief amendment. TY~r.
Marshall was directed to study the amendment and prepare
any required resolution and/or ordinance.
Mayor Radakovich reported Ordinance #79-4 as amended cont-
ained a typographical error. George Lowery made a motion to
accept Ordinance #79-~ as required amendment. Seconded by
Clara Sanderson. Motion carried with none opposed.

Mayor Radakovich read a letter of commondation for Kevin
Kirkpatrick from Community Action Agency on the Bike-A-Thon.
George Lowery made a motion to adjourn, seconded by Wayne Winters
motion carried none opposed. The meeting adj urned at 10:30 P.M.
