05.10.1979 CC MinutesPage 859 REGULAR CITY COUNCIL MEETING May 10, 1979 Mayor Radakovich assembled the meeting at 7:30 P. M. George Lowery gave the invocation. Council members present were Mayor Radakovich, George Lowery, Clara Sanderson, Dwight Miller, Charles Kuykendall and Wayne Winters. Staff present were Evelyn Templeton, Mel Justice and Clyde Marshall, Jr., City Attorney. The minutes of the April 12, 1979 Regular meeting were approved as read with one correction. Item: No. 1 CONSIDERATION OF PROCLAMATION FOR PEACE OFFICERS MEMORIAL SERVICE. Mayor Radakovich read the proposed proclamation and proclaimed the week of May 15th 1979 Peace Officers Week. Item: No. 2 CONSIDERATION OF PROCLAMATION FOR THE TRANSPORTATION CLUB OF FORT WORTH. Mayor Radakovich read the proposed proclamation and after a short discussion proclaimed the week of May 13 thru May 19 as National Transportation Week. Item: No. 3 CONSIDERATION OF RESOLUTION TO CHANGE THE AUTHORIZED SIGNATURES AT THE MANSFIELD BANK. Charles Kuykendall made a motion to adopt Resolution #79-11 changing the bank signature from Stanley Jernigan to Clara Sanderson, seconded by Geor.~e Lowery. The motion carried with none opposed. Item: No. 4 CONSIDERATION OF JAMES FITTS REQUEST FOR A HARDSHIP VARIANCE TO PLACE A MOBILE HOME AT HIS FATHERS HOUSE ON BOWMAN SPRINGS ROAD UNTIL HE CAN BUILD HIS HOUSE. Mr. Fitts was not in attendance. No Action was taken. Item: No. 5 KEN PEARCE TO REQUEST AN INCREASE IN PRICE FOR WRECKER PULLS, AND TO MAKE A COMPLAINT ABOUT SEWER NEXT DOOR TO HIM. Ken Pearce asked that the Wrecker Pull fee be changed from $25.00 to $30.00 and that the storage fee be changed from $2.00 per day to $3.00 per day. Mayor Radakovich and the Council Members asked Ken Pearce several questions concerning the wrecker pull service and fees. Clara Sanderson made a motion to raise the Wrecker Pull fee from $25.00 to $30.00 and the storage fee from $2.00 to $3.00 per day, seconded by Wayne Winters. The motion carried with none opposed. The Mayor advised Mr. Pearce it was a County health matter and he should contact Mr. S.T. Prine with the Tarrant County Health Dept. Item: No. 6 CONSIDERATION OF THE LETTER OF RESIGNATION OF FIRE MARSHALL, RICHARD CAIN. Mayor Radakovich read the letter of resignation. Charles Kuykendall made a motion to accept the resignation, seconded by Wayne Winter. The motion carried with none opposed. Item: No. 7 DEPARTMENTAL REPORTS Wayne Winters commended Mel Justice on the Financial Report. George Lowery asked if the Police Dept. report could show how many citations each officer issues. Item: No. 8 OPEN DISCUSSION Bud Fields complained about a policeman stopping his grand- daughter and asking for her phone No. and address. What grounds does he have to stop her without a violationT Mr. Fields was advised the Chief of Police would look into the matter. Mayor Radakovich read Proposed Ordinance #79-6 George Lowery made a motion to adopt Ordinance #79-6, seconded by Clara Sanderson. Motion carried with none opposed. Mayor Radakovich advised the council that Ned Leonard had resigned as Chairman of the Planning & Zoning Board and recommended that Bill Cromer be appointed to replace him. Council approved Bill Cromer as a member of the Planning & Zoning Board and Raymond Morris to act as Chair- man. Clara Sanderson asked if a curfew ordinance could be adopted. The majority of the council was not in favor. Mayor Radakovich advised the council the Court Clerk records had been moved to the City Hall. Wayne Winters reported on the lighting of the ball fields stating that there was one problem in the concession stand. There are not enough transformers. There were two (2) bids. The bids are as follows: Atomic Electric ---------- $908.00 Sun Electric -------~------ $955.00 Wayne Winters recommended Sun Electric be given the job so there could be no problems with the warranty. Page 861 REGULAR MEETING MAY 10, 1979 Cont'd Charles Kuykendall suggested that the roof of City Hall needs to be repaired. George Lowery made a motion to adjourn, seconded by Wayne Winters.
