03.22.1979 CC Minutesrage o~~ PUBLIC HEARING BY KENNEDALE CITY COUNCIL (BUDGET 1979-80) AND SPECIAL MEETING MARCH 22, 1979 Mayor Radakovich assembled the meeting at 7:30 P. M. Council members present were Mayor Radakovich, George Lowery, Clara Sanderson, Stanley Jernigan, Charles Kuykendall and Wayne Winters. Staff present were Evelyn Templeton and Mel Justice and Clyde Marshall, Jr., City Attorney. THIS MEETING WAS THE SECOND PUBLIC HEARING REQUIRED BY LAW ON THE PROPOSED BUDGET FOR FISCAL YEAR 1979-80. Bill Walker, Star Telegram Reporter, was present. Mayor Radakovich asked if anyone from the audience wished to speak, with no response. Charles Kuykendall made a motion to adjourn Public Hearing and go into a regular session at 7:40 P. M., seconded by Clara Sanderson. The motion carried with none opposed. The meeting reconvened into a regular session at 7:40 P. M. Clara Sanderson made a motion to adopt Resolution No. 79-4 approving the 1979-80 Budget as presented, seconded by Stanley Jernigan. The motion carried with none opposed. Mel Justice advised the council that he had located a 67 GMC dump truck at Carswell Air Force Base that he would like to bid $300.00 on for the water department. He said he would be required to send 20% of the $300.00 with the bid and asked council approval. He was told to proceed with the bid. A general discussion of price of street cuts was held but no decision was made. This item will be on the agenda for the Regular Meeting Arpil 12, 1979. Mel Justice informed the council of a letter he had received from State Senator Bill Meier, District 10, Tarrant County, regarding Senate Bill g83 concerning allocating the 1% City Sales Tax on the basis of a population formula. Wayne Winters, Clara Sanderson and George Lowery said they were against this. No motion was made, since this was not on the agenda. Mel Justice asked if the council would approve closing City Hall for two (2) hours March 23, 1979 beginning at 10:30 A. M. to enable City Hall employees to attend Linda Royster's fathers funeral. Linda is a clerk in the water office. The Council were in agreement with this. Wayne Winters and George Lowery said we should post a notice on the door that we will be closed three (3) hours in case we couldn't get back in two (2) hours. Charles Kuykendall made a motion to adjourn, seconded by George Lowery. The motion carried with none opposed. The meeting adjourned at 8:22 P. M.
