REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
MARCH 8, 1979
Mayor Radakovich assembled the meeting at 7:30 P. M. George Low-
ery gave the invocation. Council members present were Mayor
Radakovich, George Lowery, Clara Sanderson, Stanley Jernigan,
Charles Kuykendall and Wayne Winters. Stanley Jernigan was not
actually at this meeting but was on official business for the
City at a Mayor's Council meeting. This was decided by a
unanimous decision of the council members. Staff present were
Evelyn Templeton and Mel Justice, Clyde Marshall, City Attorney.
The minutes of the Regular Meeting February 8, 1979 were approved
as read. The minutes of the "Special Closed Session" February
16, "Special Meeting" February 17, 1979 were deferred until the
next Regular Meeting.
Item No. l: FRESENTATION BY KENNEDALE HIGH SCHOOL VOCATIONAL
STUDENTS.
Dana Gassiott, John Gassiott (Reporter), Rene Leach (President)
and Michelle Jones were the representatives of the Vocational
Industrial Clubs of America. Michelle Jones gave a report on
their work. Michelle commended Mr. Wayne Britton, their
instructor, for his work with the I.C.T. Students. She said
they won the Outstanding Club Contest. The group present had
a display of ribbons, trophies and posters. Stan Rountree, city
water employee, won 5th place in this contest. Twenty three (23)
will go to State Competition.
Mayor Radakovich thanked the students for coming, praised their
work, and invited them to attend the council meeting and let
the council know their views.
Jimmy Prindle and Bob Kooney brought a petition and letter to
inform the city council of the condition of the tennis court at
Harmony Park. Mayor Radakovich accepted the petition and told
Jimmy why the tennis court looks like it does. Mayor Radakovich
said he had been discussing this problem with Mr. Teague, School
Superintendent, and he hopes to have it resolved by early spring.
Item No. 2: CONSIDERATION OF ORDINANCE REPEALING 1% SALES TAX
ON GAS AND ELECTRICITY.
Mel Justice advised the council that this would not become
effective until July 1, 1979. George Lowery made a motion to
adopt Ordinance No. 79-1 repealing the 1% Sales Tax on Gas and
Electricty, seconded by Clara Sanderson. The motion carried
with none opposed. Mr. Clyde Marshall will prepare the
Ordinance and bring it to the next meeting.
Item No. 3: CONSIDERATION OF AMENDMENT OF WATER CODE.
This item was tabled until the next regular meeting.

Item No. 4: CO NSIDERATION OF AMENDMENT OF SEWER CODE.
This item was tabled until the next regular meeting.
Item No. 5: CONSIDERATION OF WRITE-OFF OF UNCOLLECTABLE
UTILITY ACCOUNTS AND RETURNED CHECKS.
The total uncollectable utility accounts are $318.81 for Fiscal
Year 1977-1978. The one insufficient check considered uncollect-
able was from R. W. Heating and .Air Conditioning in the amount
of $63.00. Wayne Winters made a motion to adopt Resolution
No. 79-3 to write-off these accounts and keep in file for
collection if possible, seconded by George Lowery. The motion
carried with none opposed. A copy of these uncollectables
will be made a part of the minutes of this meeting. Mr. Clyde
Marshall will prepare the resolution. Charles Kuykendall
recommended giving the check to the Chief of Police for collec-
tion if the opportunity should arise.
Item No. 6: CONSIDERATION OF SETTING A JOINT PUBLIC HEARING
WITH PLANNING AND ZONING TO RESONE LOTS 1H AND 1J, J. B. RENFRO
SURVEY, ABSTRACT N0. 1260.
Wayne Winters made a motion to set the meeting for March 29,
1979 at 7:30 P. M. Clara Sanderson seconded the motion. The
motion carried with none opposed.
Item No. 7: DEPARTMENTAL REPORTS.
The council reviewed departmental reports briefly.
Mayor Radakovich recommended to put on the next agenda to raise
the square foot price for figuring building permit fees and
construction cost. The council agreed.
Item No. 8: OPEN DISCUSSION.
Mel Justice mentioned that a Mrs. Jones had requested that the
City of Kennedale have a clean up month as we have in the past
two (2) years. Mrs. Jones was at this meeting but left before
this item was discussed. The council agreed this would be a
good thing to do. Mayor Radakovich asked Sybill Bottrell,
Kennedale News Reporter to publish this, and to mention that
people should call in to City Hall by Friday prior to the
Monday pickup they request to get on the pick-up list. This
item will be placed on the next agenda for official action.
George Lowery made a motion to adjourn, seconded by Wayne
Winters. The motion carried with none opposed. The meeting
adjourned at 9:00 P. M.
