03.05.1979 CC MinutesPage 837 SPECIAL BUDGET WORKSESSION KENNEDALE CITY COUNCIL MARCH 5, 1979 Mayor Radakovich assembled the meeting at 7:30 P. M. Council members present were George Lowery, Clara Sanderson, Mayor Radakovich, Stanley Jernigan, Charles Kuykendall and Wayne Winters. Staff present were Evelyn Templeton and Mel Justice. THE PURPOSE OF THE MEETING WAS TO DISCUSS THE PROPOSED BUDGET FOR FISCAL YEAR 1979-80. There was a discussion as to whether this should be a closed meeting. Mel Justice advised the council, upon the advice of Clyde Marshall, Jr. City Attorney and the open meeting law, that this could not be a closed meeting. He said closed meetings could only be held for discussion of land matters, personnel, or litigation. The council could have an open work- session, without public input, and reserve the public input for the two (2) following public hearings. The Council then began their open Budget worksession. Mayor Radakovich recommended the proposed salary schedule step program be discussed first since it directly affects the budget. Stanley Jernigan asked if the step program was intended for the next five (5) years. Mel Justice said it was intended for a five (5) year period. He took the maximum guideline approved by the council on November g, 1978, and backed it off from that with a 5 to 7% increase per year. He said this was to enable the employee to begin at Step A and progress to Step F in five (5) years. This would be considered each year, and would not be mandatory. The advancement would be based upon the employees job performance, and the recommendation of his/her supervisor. The majority of the employees fall in the "C" and "D" step. Mel Justice said he would like to recommend the council use this step program as a guideline, and if they wished to meet in November and review the salaries, they could determine whether the employee should advance. George Lowery asked if the two (2) positions of Bookkeeping and Accounts Manager, and Recreation Specialist had ben added. Mel Justice said yes, this had not been approved yet but was included in the budget for the council's approval. Clara Sanderson asked if Chief Graham started out in Step "B". Mel Justice answered that he did start out in Step "B" at $878.25 per month. Stanley Jernigan said he would like to make a motion that they accept the step program since it is in accordance with what they had previously established. Mayor Radakovich asked if they wanted to discuss the two (2) new positions George Lowery mentioned. He asked if they wanted to add another individual to the budget. George said he was in favor of adding it to the budget, but that wouldn't mean they would go ahead and add someone. Wayne Winters seconded Stanley Jernigans motion to accept the step program. The motion carried with none opposed. Mayor Radakovich recommended a tax cut effective October 1, 1g79. The council agreed to lower the tax base from $1.35 per $100.00 assessed evaluation, shown on Page 1 of the cover letter, to $1.25 per $100.00 assessed evaluation effective October 1, 1979• Mayor Radakovich advised the council that he and Mel Justice had talked with A Fort Worth auditing firm, Capers, Gwin and Scott, about possibly doing our audit. They will make a two (2) year audit for $6,500. and spot audit a couple of times during the ,year. Smith, Baines and Solana, Dallas Firm, would charge $6,000. This firm has been doing our audits in the past few years. Charles Kuykendall made a motion to retain the local firm, Capers, Gwinn and Scott, to do our two (2) year audit at the price of $6,500., seconded by Clara Sander- son. The motion carried with none opposed. Mel Justice advised the council that the budget included trans- ferring one half the Water Superintendent's salary from General Fund to Water Fund. The council recommended changing the title of Character Code No. 3321 (administration), page 4, from Entertainment Expenses to Mayor's Fund; page g (Street and Public Works) Character Code 2301 from $400. for Paving Materials to $800. The recommendation to amend the Ordinance to increase street cuts for sewer and to include street cut charges for water was postponed and is to be put on the April 12, 1979 Regular Meet- ing agenda. Amendment of the Building Code to revise the permit fees was also to be put on the April 12, 1979 agenda. Clara Sanderson made a motion to adjourn, seconded by George Lowery.
