08.23.2007 CC Minutes MINUTES KENNEDALE CITY COUNCIL SPECIAL MEETING -AUGUST 23, 2007 405 MUNICIPAL DR. - KENNEDALE MUNICIPAL BLDG. COUNCIL CHAMBERS Mayor, Bryan Lankhorst called the meeting to order at 5:35 p.m. 3266 Members present: Mayor, Bryan Lankhorst, Councilmember's Brian Johnson, Jerry Miller, David Green, and Ronnie Nowell. Mayor-Pro Tem, John Clark arrived at 5:50 p.m. Members absent: None Staff present: Bob Hart, City Manager; Kathy Turner, City Secretary; Mark White Director of Community Development; Clifford Blackwell, III, Director of Finance; Tommy Williams, Chief of Police; and Scott Raven, Fire Chief. Guest present included Greg Innes, with Innes Strategy. I. WORK SESSION a. Joint meeting between City Council and the Advisory Boards regarding the report on Organizational Culture for the organization and governance survey -led by Greg Innes, Innes Strategy. ~ ~ Greg Innes, Innes Strategy reviewed the governance survey conducted by City Staff, City Council and Advisory Boards. An additional work session was scheduled for Thursday, August 30`" to begin forming groups within the advisory boards to create an effective alignment of governance and advisory roles with the City. No further discussion, Mayor Lankhorst recessed the work session at 6:50 p.m. II. SPECIAL MEETING Mayor Lankhorst reconvened the meeting to order at 7:08 p.m. III. PUBLIC HEARING (a) To receive citizen's comments regarding a proposed 2007 tax rate that will not exceed $0.750000 per $100 of taxable value. Pat Vadar, 801 Pennsylvania Ave., Kennedale, TX addressed Council in opposition to a tax increase. Vadar requested Council post pone an increase until such review could take place on the following items: (1) sales tax windfall from Wal-Mart; (2) Fort Worth water connection fees assessed to the citizens; and (3) increased property appraisals. Frank Fernandez, 911 Shady Vale Dr., Kennedale, TX addressed Council in opposition to a tax increase due to recent property appraisals. No other persons registered to speak for or against the proposed tax rate. Mayor Lankhorst closed the public hearing at 7:13 p.m. IV. REGULAR ITEMS (a) Review and consider awarding bids for health/dental/vision and life insurance. 3267 Councilmember Clark moved to award health insurance to BCBS to include HMO, PPO and HSA plans, award dental/vision to Ameritas Group, and award life insurance to Boston Mutual, second by Councilmember Johnson. Motion carried (5-0). Councilmember Green moved to appoint Gaylon Thomas as record of agent October 1, 2007 to September 30, 2008, second by Councilmember Johnson. Motion carried (5-0). V. ADJOURNMENT Councilmember Johnson moved to adjourn the meeting at 7:22 p.m., second by Councilmember Green. Motion carried (5-0).
