11/12/1981, Regular Meeting MinutesPage 1062 REGULAR MEETING KENNEDALE CITY COUNCIL November 12, 1981 Mayor Steve Radakovich assembled the meeting at 7:35 p.m. Members present were Mayor Steve Radakovich, Mayor Pro-Tem Wayne Winters, Council members, Clara Sanderson, Sonny Elrod, Dorothy Cooper and Dwight Miller. Staff in attendance were Mel Justice, Clyde Marshall and Tyne Reflogal. ITEM No. 1 CONSIDERATION OF REZONING OF A PORTION OF LOTS ~I AND 6 AND ALL OF LOT 5 0~' CAROL HEIGHTS ADDITION. Mel Justice reported to Council that Mr. Bill Hester and Mrs. Nancy Poore requested a zoning change from "A" single family residence to "B" multiple family for the purpose of building duplexes. The Planning and Zoning Board has recommended approval of the request. Dorothy Cooper made a motion to change the zoning from "A" to "B" on a portion of lots 4 and 6 and all. of lot 5 of the Carol Heithts Addition, seconded by Clara Sanderson. Motion carried with none opposed. ITEM No. 2 CONSIDERATION OF # YEAR COMMUNITY DEVELOPMENT PRIORITY LIST AND RESOLUTION. Mel Justice read the list of proposed projects, and. stated this was a three year plan which.-could be changed for the gth and 10th years if necessary. The list read as follows: A. Water line, 10" on Mansfield Cardinal from Alma Lane to Little School storage tank tee. B. Water line, 10" on Hwy. 287 and Mansfield Cardinal from Sublett to Nursing Home. C. Water line loop, 6" at south City Limits from Mansfield Cardinal to Hwy. 2.87. D. Water line, 6" from New Hope down Broadway and Hwy. 287. E. Water valves on Broadway, Main, South Hwy. 287 and Little School Road. F. Water line, 6" from Woodlea. to A~aadite on Hwy. 287. Page 106 3 REGULAR MEETING NOVEMBER 12, 1981 Contd. G. Water line, 6" down Bowman Springs from Hwy. 287 to Arthur. H. Water line, 6" valves and connections on Bowman Springs from Arthur to curve. I. Water lines, 6" on Briarwood from Averett to Shady Lane. J. Little School from Greenfield to edge of target area 6" water line. K. Sewer line, 6" on Little School to edge of target area. L. Paving of 5th Street from New Hope to North Road. M. Various Park improvements. N. Repave 3rd Street. Wayne Winters made a motion to submit the 3 year Community Development Project Proposal to. Tarrant County Planning with Items A thru E for 8th year, Items F thru K for 9th year, Items L thru N for 10th year and to designate Herman Blum Engineering as project engineers. Sonny Elrod seconded the motion. Motion: carried with none opposed. Clara Sanderson made a motion to adopt RESOLUTION NO 81-9 A RESOLUTION APPROVING AND ENDORSING THE PLANNED THREE-YEAR COMMUNITY DEVELOPMENT PROJECTS FOR THE CITY OF KENNEDALE, TEXAS. Dorothy Cooper seconded the motion. Motion carried with none opposed. ITEM No. 3 CONSIDERATION OF SELECTION OF TAX APPRAISAL BOARD MEMBERS. Council entered into a general discussion of the Tax Appraisal Board and the list of candidates. Wayne Winters made a motion to cast the five votes allowed the City of Kennedale for T.J. Elkins, seconded by Clara Sanderson. Motion carried with none opposed. ITEM No. 4 MR. M.R. HARRELL - TO DISCUSS PATE JONES DUMPING ON CREEK BANKS AND ON TRENT STREET. Mr Harrell inquired about the injunction against Pate Jones. Page 1064 REGULAR MEETING NOVEMBER 12, 1981 Contd. Mayor Radakovich asked Mr. Marshall for a report. Mr. Marshall stated he was working on the injunction and would be sending the state a copy next week to ascertain if they wish to join in the suit. It was the consensus of the Council that Mr. Marshall should file the injunction next week and not wait to hear from the state. ITEM No. 5 CONSIDERATION OF PLUMBING CODE AMENDMENT. Tabled until the December 10, 1981 regular meeting. ITEM No. 6 RICHARD HAYNER - ACORN - REFERENCE STOP AND STREET SIGNS. Mr. Hayner was not present. OPEN DISCUSSION: Rae Brandt requested Council authorize guard lights be installed in the City Park. Raymond Morris reminded Council that the cost of electricity is rising every year, and they should look at the long range cost before authorizing the expenditure. It was the consensus of the Council that guard lights not be installed at this time. Mayor Radakovichinformed Council of the health and safety violations in the Village Creek Mobile Home Park. Mel Justice reported Layne-Western was scheduled to start work on the Trinity Well December 1, 1981. Clara Sanderson made a motion to adjourn, seconded by Dwight Miller.
