REGULAR MEETING KENNEDALE CITY COUNCIL
July g, 1981
Mayor Steve Radakovich assembled the meeting at 7:40 P. M.
Clyde Marshall gave the invocation.
Members present were Mayor Steve Radakovich, Mayor Pro-Tem
Wayne Winters, Councilmembers Clara Sanderson, Dorothy
Cooper and Dwight Miller.
Councilmember absent was Sonny Elrod.
Staff in attendance were Mel Justice, Clyde Marshall and
Tyne Reflogal.
The minutes of the regular meeting of June 11, 1981 were
approved as presented.
Item No. l: CONSIDERATION OF TAX EXEMPTION ORDINANCE.
Mayor Radakovich stated he believed there was a misunder-
standing in the tax ordinance approved at the June meeting.
Mel Justice reported the exemption for citizens over 65
authorized for the 1980 taxes was $6,666.66 and the ordi-
nance approved at the June meeting for the 1981 taxes
results in a $6,000.00 exemption below the 1980 exemption.
Council agreed it was their intent to increase the exemp-
tion not lower it.
Wayne Winters made a motion to approve a $7,500.00 fair
market value resident homestead exemption to Senior Citi-
zens 65 years of age or older and to individuals who
qualify for disability under state guide lines. Seconded
by Clara Sanderson. Motion carried with none opposed.
Item No. 2: REVIEW ANIMAL CONTROL ORDINANCE.
Mayor Radakovich informed Council that the City was having
difficulties enforcing the animal control ordinance, spec-
ifically the dogs. City Ordinance requires the City to
keep an impounded dog 4~ hours before disposing of it,
during this 48 hours most of the dogs are being stolen
from the City pound, also the pound is ant infested. Some
months the animal control truck uses 300 gallons of gas
with one man driving the streets constantly and no measur-
able improvement in the dogs running loose in the City.
It was the consensus of the Council that the animal control
officer would pick up dogs only on request and the animals
would be taken immediately to the humane society, if

arrangements could be made with the humane society. All
impounding and redemption fees would be those charged by
the humane society.
Wayne Winters made a motion to have Clyde Marshall pre-
pare an amendment to the Animal Control Ordinance pro-
viding for impounded dogs to be taken directly to the
humane society and redemption of same to be subject to
their policy. Seconded by Dorothy Cooper. Motion carried
with none opposed.
Item No. 3: REVIEW FORT WORTH SEWER LINE PLANS.
Council reviewed Fort Worth's plans to lay a 54" sewer
line in the Gilman Road right-of-way.
It was the consensus of the Council that this item be
tabled until a meeting could be arranged with the City of
Fort Worth Water Department.
DEPARTMENTAL REPORTS:
Mel Justice presented copies of the 1880-81 Audit to Coun-
cil and stated the Auditors letter to management would be
forwarded as soon as it becomes available.
Mr. Justice reported ~0 foot of the water tower is up and
it should be completed October 1st.
Mel Justice stated the water mains have been laid on Harri-
son and Shady Oaks and service lines are being connected.
Mayor Radakovich stated there was a gas leak at Crestview
and Highway 2~7 and instructed Mel Justice not to allow
Thompson Construction Company to finish their project un-
til the gas company repairs their line.
Mayor Radakovich instructed Mr. Justice to notify Jimmy
Smith when the water is to be cut off in a large area of
the City.
Wayne Winters instructed Mel Justice to contact Dave Bloxom
concerning repairing the roof on the ambulance shelter and
painting the wood trim.
Mr. Winters instructed Mr. Justice to have the concrete
portion of the shelter painted.
Mr. Winters asked Mr. Justice to contact Storer Communica-
tions and get the as built drawings so that Council can be
assured every citizen in Kennedale will have cable T. V.
available.

Mayor Radakovich stated the phone company had extended a
luncheon invitation to the City Council for August 21,
1g81 at 12:00 noon.
OPEN DISCUSSION:
Rae Brandt requested the Council lay a 6" water line on
Little School Road and install fire hydrants.
Ms. Joyce Smith said the phone company was planning to
start charging additional fees for all local calls and
would the Council talk to someone about this at the
luncheon in August. Mayor Radakovich said he would dis-
cuss this with the phone company when he had the opportu-
nity.
Mrs. Bill Holmes asked why the police officers were not
furnished insurance by the City and why they were not
paid time and a half for overtime.
Mayor Radakovich said the officers salaries had been in-
creased substantially over the past 3 or 4 years and the
staff was getting estimates for insurance; however the
City does have a limited budget and we have not been able
to afford the high cost of insurance.
Mae Pennington said that at one time the City had insur-
ance on the officers.
Mayor Radakovich said the $7.50 a month presently paid to
employees who have health insurance policies is the only
insurance he could recall.
Rae Brandt asked if Wayne Winters, Dwight Miller and Steve
Radakovich would meet her in the park Saturday morning at
8:3o to look at Winter's Hole.
Mary Smith requested Council to ask for the Police Chief's
resignation. Seconded by Jimmy Smith.
Mayor Radakovich stated this should be discussed in a
closed executive session.
Following comments from Mae Pennington and Rae Brandt
Wayne Winters made a motion to recess the regular meeting
and go into a closed executive session, seconded by Dwight
Miller. Motion carried with none opposed.

Mayor Radakovich assembled the closed executive session
at 9.25.
Dwight Miller made a motion to adjourn the closed session
at 11:45 and re-open the regular meeting, seconded by Clara
Sanderson. Motion carried with none opposed.
Mayor Radakovich re-assembled the regular meeting at 11:50
P. M.
It was the consensus of the Council that any charges against
the Police Chief should be submitted in writing for Council
consideration.
Wayne Winters made a motion to adjourn, seconded by Dwight
Miller. Motion carried with none opposed.
Meeting adjourned at' 11:55 P. M.
