01.31.1981 CC MinutesPage 992 SPECIAL MEETING KENNEDALE CITY COUNCIL January 31, 1881 Mayor Steve Radakovich assembled the meeting at g:10 A. M. Members present were Mayor Steve Radakovich, Mayor Pro-Tem Clara Sanderson, Councilmen George Lowery, Wayne Winters and Dwight Miller. Member absent was Charles Kuykendall. Staff present were Mel Justice and Tyne Reflogal. Mayor Radakovich explained to Council that the expected Expendi- tures in the Water Department would exceed the anticipated reve- nues by $17,000 for the budget year 1881-82. The Staff has recommended a water rate increase to balance the budget. The proposed rate increase is as follows: Gallons Minimum 2,500 Next 2,000 Next 15,500 Over 20,000 Charges $3.75 .95 per 1,000 gals. .85 per 1,000 gals. .80 per 1,000 gals. George Lowery made a motion to raise the water rates as proposed to be effective March 22, 1881. Seconded by Clara Sanderson. Motion carried with none opposed. OPEN DISCUSSION: Council discussed construction hydrants for residential construc- tion projects. It was the consensus of the Council that the builder should pay a $50.00 deposit and connect direct into the water tap and pay $20.00 per month for each tap used. Mel Justice was directed to study the feasibility for the initation of this item. Mel Justice reported it would be possible to drill a Trinity well with available City funds. The well would cost approx- imately $350,000 and the City has available $68,000 in Revenue Sharing, $158,798 in Water & Sewer Construction and $157,447 in General Fund Reserve making a total of $384,246. Mel also stated that in the future the City would need a 300,000 gallon ground storage tank at a cost of approximately $100,000 and a chlorinator, well house and booster pump for approximately $50,000.
