03.01.1980 CC MinutesPage 932 PUBLIC HEARING OF THE KENNEDALE CITY COUNCIL March 1, lg8o g:00 A. M. Mayor Radakovich assembled the meeting at g:05 A. M. Members present were Mayor Steve Radakovich, Mayor Pro-Tem Clara Sanderson, Council members George Lowery, Wayne Winters, Charles Kuykendall and Dwight Miller. Staff present were Mel Justice and Tyne Reflogal. There were no citizens present. Mayor Radakovich explained that two (2) water department employees had been left out of the budget by mistake and would need to be added back in. Council discussed the Police Department budget to great lengths. The Council agreed that the Police Chief would be responsible for expenditure of his budget with the approval of the Finance Coordinator, based on available budgeted funds. Council discussed the authority and responsibility of the Finance Coordinator. It was the consensus of the Council that if a situation involved finances the Finance Coordinator would have the authority and responsibility to oversee the situation and take necessary action. The Council discussed the Park budget and agreed to leave the budget as is and to authorize an additional $10,000 by Resolution to be used for Park Improvements. The Council agreed the Executive Session scheduled for March 8, lg8o would not be necessary and that it would be cancelled. Mayor Radakovich explained that Pate Jones Asphalt Co. was getting water out of a fire plug and due to carelessness had broken a fire plug. Tyne Reflogal explained that it has been the policy of the City to sell bulk water out of fire plugs to individuals who had water trucks. The water was supposed to be taken under the supervision of water department personnel. However Pate Jones Co. was not waiting for City Personnel to be present. Page 933 PUBLIC HEARING March 1, 1980 Cont'd Steve Radakovich reported on the Insurance for the City and sug- gested that all policies be combined and advertized for bids. Council was in agreement. Mel Justice reported that a Mrs. Kelly fell off the porch at the Community Center and broke her foot. Mel Justice also reported that a state inspector was here and inspected the Park and Ball Fields and a written report would be forthcoming. The Council discussed the complaints received on Rick Cain with the Ambulance Service. Wayne Winters made a motion to issue a directive to the Ambulance Board having Rick Cain suspended from all Ambulance Service duties for 60 days and for the Ambulance Board to take any further action it deams appropriate. Seconded by Clara Sander- son. The motion carried with none opposed. The Council suggested the Ambulance Board might consider a dress code for the Ambulance Service personnel. Wayne Winters made a motion to adjourn. Seconded by George Lowery. The motion carried with none opposed. Meeting adjourned at 12:10 P.
