REGULAR MEETING KENNEDALE CITY COUNCIL
DECEMBER 8, 1983
Mayor Radakovich assembled the meeting at 7:30 p. m.
Members present were Mayor Steve Radakovich, Mayor Pro-Tem Doyle
Riley, Councilmembers Allan Elrod, J. D. Kirkpatrick and Richard
Bennett.
Councilmember Wayne Winters was absent.
Staff present were .Mel Justice, Clyde Marshall and Tyne Reflogal.
Minutes of the regular meeting of November 10, 1983 were approved
as presented.
Item No. l: CONSIDERATION OF REZONING A PORTION OF HIGHWAY 2~7.
The Planning and Zoning Board recommended Council postone action
on this matter giving the Board time to study the feasibility of
creating a new zoning classification to be used in parts of this
area .
Richard Bennett made a motion to refer Item No. 1 back to the
Planning and Zoning Board for further study, seconded b,y J. D.
Kirkpatrick. Motion carried with none opposed.
Item No. 2: CONSIDERATION OF AMENDING SECTION 13-25(a)(1)
KENNEDALE CITY CODE.
Doyle Riley made a motion to adopt Ordinance No. 83-14, seconded
by Richard Bennett. Motion carried with none opposed.
Item No. 3: CONSIDERATION OF PLANNING AND ZONING BOARD RECOM-
MENDATION.
The Planning and Zoning Board recommended Council create a
zoning classification for Modular Homes.
Council discussed Planning and Zoning Boards recommendation,
but postponed action due to insufficient information to make a
decision.
Item No. ~: CONSIDERATION OF POLICE CAR BIDS.
Police Chief Terry Ahrendt reported six (6) bids were received
for the purchase of a new Police Vehicle. They were as follows:

Chief Ahrendt stated the low bid of Jack Chrysler/Plymouth
Inc. did not meet City specification and recommended Council
accept the second low bid of Dub Shaw Ford since their bid
did meet specifications.
Richard Bennett made a motion to accept the low bid meeting
specifications of Dub S haw Ford and purchase a Police vehicle
for $9,699.00, seconded by Allan Elrod. Motion carried with
none opposed.
DEPARTMENTAL REPORT:
J. D. Kirkpatrick made a motion to adopt Ordinance No. 83-13
allowing PVC plastic to be used in commercial buildings, se-
conded by Allan Elrod. Motion c arried with none opposed.
Mel Justice reported a letter was sent to K. C. Walker and
he had five (5) days to appeal to the Mayor.
Doyle Riley reported Tommy Kirby .finished the sidewalk on N.
Bowman Springs Road. and requested a letter of appreciation
be sent to Mr. Kirby.
Allan Elrod made a motion to recess regular session and go
into closed session, seconded by Richard Bennett. Motion
carried with none opposed.
Council entered closed session at 8:27 p, m.
Allan Elrod made a motion to adjourn closed session and re-
conviene regular session, seconded by Richard Bennett. Mo-
tion carried with none opposed.
Allan Elrod made a motion to adjourn regular session, seconded
by Richard Bennett. Motion carried with none opposed.
