A RESOLUTION TO REMOVE CITY MANAGER; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of Kennedale ("City") and George Campbell ("City Manager")
entered into an Employment Agreement on April 17, 2017, which was subsequently amended
by an Amendment of Employment Agreement on December 17, 2019 (the Employment
Agreement and Amendment of Employment Agreement are collectively referred to as the
"Agreement"); and
WHEREAS, pursuant to Section 4 of the Agreement, City may suspend or remove City
Manager, but only if at least 30 days before the suspension or removal shall become effective,
the City Council, by a vote of not less than four of its members, adopts a preliminary resolution
stating the reasons for removal; and
WHEREAS, the purpose of this document is to serve as a preliminary resolution in
accordance with Section 4 of the Agreement.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KENNEDALE, TEXAS, THAT:
SECTION 1.
The City Council of the City of Kennedale desires to remove City Manager.
SECTION 2.
The City Council states the following reasons for removal:
1. Failure to follow City Council directives;
2. Failure to keep City Council informed;
3. Providing incomplete information to City Council and City boards; and
4. Lack of confidence.
SECTION 3.
In accordance with Section 4 of the Agreement, after the effective date of this resolution,
City Manager may reply in writing and may require a hearing at a public meeting of the City
Council, which shall be held not earlier than 20 days and not later than 30 days after the filing of
such request. The hearing may be held in executive session, at the option of the City Council,
unless City Manager requests the hearing be held in open session in accordance with Texas
Government Code Section 551.074. After such hearing or public hearing, if one be requested,
and after full consideration, the Council by vote of not less than four members may adopt a final
resolution of removal. Should such a resolution of removal not be approved, then the City
Manager shall be considered reinstated. The Agreement shall be deemed to terminate on the
effective date of a final resolution of removal.

SECTION 4.
Upon the effective date of this resolution, City Manager is placed on administrative leave
and his salary or other compensation will remain in effect until he is removed by final resolution
of the City Council.
SECTION 5.
This resolution shall become effective immediately upon its passage and approval.
