R583RESOLUTION NO. 583 A RESOLUTION OF THE CITY OF KENNEDALE, TEXAS, ADOPTING POLICIES, PROCEDURES, AND/OR PROTOCOLS RELATED TO CITY FACILITIES DURING THE NOVEL CORONAVIRUS (COVID-19) PANDEMIC. WHEREAS, beginning in March 2020 and pursuant to various declarations of public disaster and executive orders relating to the novel coronavirus (COVID-19) pandemic by Governor Greg Abbott, County Judge B. Glen Whitley, and Mayor Brian Johnson, many facilities owned, operated and/or managed by the City of Kennedale were either closed to the public or opened on an appointment -only basis; and WHEREAS, pursuant to those various declarations and executive orders, other health related protocols were implemented, specifically with regard to City facilities, to help avoid the spread of the COVID-19 in Kennedale including requirements for employees, visitors, vendors, and others to wear face coverings, social distance, and follow other hygiene measures; and WHEREAS, on March 2, 2021, Governor Abbott issued Executive Order GA-34, effective 12:01 a.m. March 10, 2021, which rescinded many of his previous orders relating to the wearing of masks, social gatherings, and reduced business occupancies, and WHEREAS, Executive Order GA-34 specifically permits businesses, including local governments, to determine for themselves the extent to which they choose to continue following such protocols and procedures and WHEREAS, in June 2020, pursuant to COVID-19 protocols and orders of the Governor and County Judge, the City established Health and Safety requirements for all facilities, including City Hall and WHEREAS, the Tarrant County Health Department has expressed a clear opinion that — from a health perspective — it would not be prudent to relax restrictions or reduce safety protocols at this point; and WHEREAS, the Tarrant County Health Department also emphasized that the Centers for Disease Control and Prevention (CDC) warns that relaxing or reversing many such measures would, in fact, "undo" the successes thus far achieved with their implementation; and WHEREAS, the City Council desires to establish policies regarding the opening of City facilities to the public including the reopening of City Hall, parks, the library, and other such facilities to the general public; and WHEREAS, the City Manager has recommended that any relaxation of health and safety protocols be determined by the number or percentage of employees of the City and the percentage of Tarrant County citizens who have received an approved vaccine regimen to prevent COVID-19 infection and in conjunction with a compelling business or operational need to relax such protocols. INCLUDING EXHIBIT A, PAGE 1 of 4 R583 CITY OF KENNEDALE, TX 2021 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KENNEDALE, TEXAS THAT: SECTION 1. The policies and protocols attached hereto as Exhibit A are adopted and the City Manager is directed to implement such policies and protocols. SECTION 2. To address that objective, the City established, pursuant to COVID 19 protocols and orders of the Governor and the County Judge, certain health and safety requirements for all facilities, including City Hall. Those measures included the closing of most facilities to the public except by appointment, requirements for face coverings, temperature checks, social distancing and other safe hygiene practices. Pursuant to Governor Abbott's Executive Order GA-34 of March 2, 2021 which rescinded many mandatory measures by the State and consistent with the City's desire to make city facilities accessible as safely as possible, the following measures will be followed: Effective March 22, 2021 • All city parks will be re -opened to the public. Masks or face coverings are encouraged but will not be required in outdoor environments Social distancing requirements are strongly encouraged. • The Kennedale Public Library and Community Center will be re -opened to the public. Masks or face coverings will be required of all employees and all visitors to the library over the age of six years. Social distancing will be strongly encouraged. Events involving no more than twenty-five persons (including staff, sponsors, volunteers and all other participants) may be scheduled in the Community Center with the specific approval of the Director of Library Services and/or City Manager if such event can be conducted in such a manner that face masks can be worn by all persons over the age of six years and social distancing protocols can be achieved. • Public areas of City Hall and of other City of Kennedale office facilities will be re- opened to the public. Masks or face coverings for all persons over the age of six years, tempeiature checks and social distancing will be required for all employees and all visitors Anyone with a temperature of 100.4 F or greater will be asked to leave and contact a health care provider. Anyone who refuses to have their tempeiature taken will not be allowed to enter. INCLUDING EXHIBIT A, PAGE 3 of 4 R583 CITY OF KENNEDALE, TX 2.021 • The Senior Center will not be opened to the public since it will be scheduled for certain renovations The Center will be considered for re -opening when such renovations are completed if it is determined that such an opening can be achieved in a safe manner depending on the status of the coronavirus pandemic and the penetration rate of providing vaccines to citizens of Tarrant County at that time. • The Municipal Court will continue to operate pursuant to orders of the Office of Court Administration of the Texas Supreme Court as those orders currently exist or may be modified from time to time. • City Management and Department Directors will determine staffing levels in all facilities to achieve effective service to the public and safety of employees and the public. Staffing may be staggered with some employees working on site and other working from home. Specific hours of operation may be modified as required to accommodate minimal staffing. • These re -opening and safety measures will be maintained until modified as a result of the mitigation or the increased spread of Coionavirus infections in Tarrant County and/or public safety orders that preempt or supersede this policy. • The city will, by means of the city's web site, and social media continue to keep citizens advised of the status of city facilities with regard to public access and those services that will continue to be available through on-line communications for those who choose to refiain from seeking services in person.
