I. CALL TO ORDER
Mayor Brian Johnson called the meeting to order at 5:30 p.m.
II. ROLL CALL
Participating via VideoConference: Mayor Brian Johnson; Josh Altom, Place 1); Gary Mitchell, Place
2; Linda Rhodes, Place 4; Mayor Pro Tem Chad Wandel, Place 5; Absent: NONE (Note: Place 3 is
Vacant at this time). Staff Participating via VideoConference: City Manager George Campbell, City Secretary and
Communications Coordinator Leslie E. Galloway, Director of Finance and Information Technology Lakeita Sutton, Public Works
Director Larry Hoover, Fire Chief James Brown, Police Chief Tommy Williams, Director of Human Resources and Administrative

III. WORK SESSION
A. Continued discussion and consider providing staff direction regarding capital projects to submit to
Tarrant County for inclusion in a proposed County bond authorization election in November, 2021
and/or to include in a local bond election in November, 2021 and/or to fund through the issuance
of Certificates of Obligation
Mayor Johnson noted that the purpose of this discussion was to identify projects to submit for
potential inclusion in the Tarrant County transportation bond program and that future discussions
could include the potential for a local bond package.
City Manager George Campbell concurred, noting that since the February 23 Work Session, staff
had met with Councilmembers Altom and Mitchell and were now seeking Council direction
regarding which projects should be submitted to the County for their bond program.
Campbell stated that staff was now recommending four projects: the extension of Little School
Road (including a bridge over the railroad tracks) to tie into New Hope Road and eventually Linda
Road and Dick Price Road; the realignment of Kennedale-Sublett Road; Collett Sublett Road
improvements from Swiney Hiett to the Magnolia Hills subdivision; and Valley Lane erosion
mitigation. He added that Councilmembers Mitchell and Altom had requested this meeting to
determine if there was a consensus among the Council for these four recommended projects and
that staff was available to answer any questions.
Regarding the Little School Road extension, there was discussion of the railroad crossing causing
traffic delays, how this affects emergency response times, potential design of the extension, and
eventual connection to the planned local portion of the regional veloweb
At this time, there was a consensus among Council to submit the extension of Little School Road
to Tarrant County for consideration for inclusion in their November 2021 bond package.
Regarding the realignment of Kennedale-Sublett Road, there was discussion of this project's
inclusion for many years in the master thoroughfare plan, the increased safety offered by a 90-
degree intersection, TxDOT requirements for distancing between signaled and non -signaled
intersections, impact fees received from the adjacent Hammack Creek development, funding
options for the City's required matching funds, the five-year project window attached to the bond
package, the lack of any technical design for this project at this time, various options for the
rerouting of the road, how this might impact the City's cooperation with NCTCOG to redesign

Kennedale Parkway as a complete street, and current traffic issues at the intersection with
Kennedale Parkway — especially related to school drop-off and dismissal times.
Mayor Johnson requested that during the March 16, 2021 regular meeting that staff provide a cost
breakdown for these four projects to show what portion is roadway versus water, sewer, sidewalk,
and other items.
At this time, there was not a consensus among Council regarding submission of the Kennedale-
Sublett realignment project to Tarrant County for consideration for inclusion in their November
2021 bond package.
Regarding Collett Sublett Road, there was discussion of the desire to see this street design similar
to the nearby Magnolia Hills subdivision, how this project would improve traffic flow, impact fees
from Magnolia Hills, and funding options for the City's match.
At this time, there was a consensus among Council to submit the Collett Sublett Road project to
Tarrant County for consideration for inclusion in their November 2021 bond package.
Regarding erosion mitigation on Valley Lane, there was a discussion of an existing concept
design by Halff for gabion walls to support the roadbed as well as a main sewer line and some
water lines, the critical condition of this roadway, incongruent sewer line sizing in the area, and the
ultimate need for two access points to this area (i.e., the need to address Trent Street as well).
At this time, there was a consensus among Council to submit the erosion mitigation on Valley
Lane project to Tarrant County for consideration for inclusion in their November 2021 bond
package.
In response to a question from Councilmember Altom, Public Works Director Larry Hoover stated
that Peggy Lane, New Hope Road, and Trent Street were also on the original list of critical
roadway needs.
There was brief discussion of funding options for these three additional projects as well as the
realignment of Oak Crest Drive E (at Kennedale Parkway) to Gilman Road, the criteria that the
County might use to evaluate bond projects, and the County's desire for submitted projects to be
shovel -ready within five years.
IV. EXECUTIVE SESSION
THE COUNCIL DID NOT RECESS INTO CLOSED SESSION DURING THIS MEETING.
V. ADJOURNMENT
