CALL TO ORDER Mayor Brian Johnson called the meeting to order at 5:30 p.m., noting that all Councilmembers were present, and that the Work Session would be postponed due to the current rolling blackouts related to the inclement weather. II. WORK SESSION A. WORK SESSION REPORTS 1. Receive a report, hold a discussion, and provide staff direction regarding capital projects to submit to Tarrant County for inclusion in a proposed County bond authorization election in November, 2021 and/or to include in a local bond election in November, 2021 and/or to fund through the issuance of Certificates of Obligation There was no discussion at this time. Updates from the Mayor There was no discussion at this time. 3. Updates from the City Manager George Campbell stated that power had been restored to many neighborhoods but that there were still known issues; that trash and recycling service was not likely to be possible this week; that the Community Center would be open overnight for warming or charging purposes; and that weather -related updates would continue to be posted to the website and social media. 4. Financial Reports for the City There was no discussion at this time. 5. Schedule of Investment Activity for quarter ending December 31, 2020 There was no discussion at this time. E. CONSENT AGENDA 1. Approval of the minutes from the January 19, 2021 regular meeting Motion To Approve. Action Approve the Consent Agenda, with a correction to these minutes of the last name Warn being corrected to Ward on page 5, Moved By Rhodes, Seconded By Mayor Pro Tem Wandel. Motion passes unanimously. F. ITEMS FOR INDIVIDUAL CONSIDERATION G. PUBLIC HEARINGS 1. CASE #PZ 21-03 — Conduct a public hearing and consider an Ordinance, regarding a request by Mark Watson for a rezoning from "R3" Residential to "C-2" Commercial for approximately 4 acres located at 731 E Kennedale Parkway, Lot 15 (Bal 15), 15A, 16 (Bal 16), 16C and 16D, CA Boaz J B Renfro Subdivision, City of Kennedale, Tarrant County, Texas Mayor Johnson noted that with rolling blackouts, there may be people wishing to speak that would not be able to access the meeting, and that he would entertain motions to postpone this item and item IV.G.2. until the next Council meeting. Mayor Johnson opened the public hearing at 5:35 p.m. Motion To Postpone.
