Mayor Brian Johnson called the meeting to order at 5:00 p.m.
II. SPECIAL SESSION

E Galloway, City Attorney Drew Larkin, Public Works Director Larry Hoover, Fire Chief James Brown, and Administrative
Assistant Rosie Ericson.
B ITEMS FOR INDIVIDUAL CONSIDERATION
1. Discuss and consider approval of Ordinance 697, amending Chapter 15, "Nuisances" by
adding provisions regulating noxious and invasive plants
City Manager George Campbell stated that staff had been made aware of issues related
to bamboo in recent weeks and was now offering this ordinance as a way to classify the
planting and cultivating of those invasive species of the plant as a nuisance as well as
mitigating issues and offering guidance for planting that would aim to protect adjoining
properties. He added that, because it would be classified as a nuisance, that existing
bamboo plantings would not be grandfathered.
There was some discussion regarding invasive bamboo's potential to affect multiple
adjoining properties and Council's desire for staff to consider the development of a
process by which individual cases could be evaluated and potentially offered variances.
Motion Approve. Action Approve Ordinance 697, amending Chapter 15, "Nuisances" by
adding provisions regulating noxious and invasive plants, Moved By Altom, Seconded
By Pugh. Motion passed unanimously, with a vote of 4-0, with Mayor Pro Tem Lee
being absent.
Melissa Almond, 1001 Little School Road, and Al De Arana, her landscaper, requested
to speak following the vote; each spoke in opposition to the item.
Mayor Brian Johnson asked that they reach out to staff for further discussion, if desired.

2 Discuss and take action as may be required regarding issues relating to the Coronavirus
(COVID-19) emergency
City Manager George Campbell stated that there was no action necessary at this time,
and gave updates regarding funding via the CARES Act that the City expected to receive
from the County. There was some discussion of when types of businesses might soon be
allowed to re -open under the Governor's Open Texas plan.
III. ADJOURNMENT
Motion Adjourn. Action Adjourn, Moved By Altom, Seconded By Pugh. Motion passed
unanimously, with a vote of 4-0, with Mayor Pro Tem Lee being absent.
Mayor Johnson adjourned the meeting at 5:20 p.m.
