CALL TO ORDER Mayor Brian Johnson called the meeting to order at 5:00 p.m. Mayor Johnson noted the recent passing of Cliff Uranga and offered his condolences to his wife Gail and their family. II. SPECIAL SESSION A. ROLL CALL Participating via VideoConference: Mayor Brian Johnson; Josh Altom, Place 1 (joined at 5:11 p.m.); Chris Pugh, Place 2; Mayor Pro Tem Lee, Place 3; Linda Rhodes, Place 4; Chad Wandel, Place 5. Staff Participating via VideoConference: City Manager George Campbell, City Secretary and Communications Coordinator Leslie E Galloway, City Attorney Drew Larkin, Library Director Amanda King, Director of HR and Administrative Services Danielle Clarke, Director of Planning and Economic Development Melissa Dailey, Public Works Director Larry Hoover B. ITEMS FOR INDIVIDUAL CONSIDERATION 1. Consider Ordinance 696, renewing the Mayor's Local Disaster Declaration in relation to Coronavirus (COVID-19) City Manager George Campbell noted that the Mayor's declaration would terminate on April 30, and that Governor Greg Abbott had issued Executive Order GA-18, which would begin to open most of the businesses in Texas in phases, beginning on April 1. That Order also prevents Cities or Counties from issuing more stringent or restrictive Declarations or Orders. Campbell recommended that the Council extend the Mayor's declaration through May 31 so that it would terminate with the Governor's current Order. City Attorney Drew Larkin affirmed that the language of GA-18 did significantly limit what Cities or Counties could do, adding that County Judge Glen Whitley indicated that he would likely defer to the Governor's Order. Larkin noted, however, that extending the order allows the City to continue to be eligible to potentially receive reimbursement for costs associated with COVID-19. Motion Approve. Action Approve, Moved By Mayor Pro Tem Lee, Seconded By Pugh. There was a brief discussion about what businesses could open under which phase of the Governor's plan. III. ADJOURNMENT Motion Adjourn. Action Adjourn, Moved By Mayor Pro Tem Lee, Seconded By Rhodes. Motion passed 4-1 with Altom voting no.
