I. CALL TO ORDER
Mayor Brian Johnson called the meeting to order at 5:30 p.m.

II. WORK SESSION
A. Continued discussion, if desired, regarding the City Manager's Proposed Fiscal Year
2020-2021 Annual Budget (Program of Services)
Finance Director Lakeita Sutton gave a presentation regarding the budget process to date,
General Fund assumptions and highlights, the tax rate recommendation of $0.801026,
impacts of various tax rates, Council input to date, and next steps in the process.
III. REGULAR SESSION
A. PUBLIC HEARINGS
1. Public hearing and consider the Fiscal Year 2020-2021 Proposed Budget
Mayor Brian Johnson opened the public hearing at 5:44 p.m.
Andrew Schaffer spoke in support of the FY20-21 Proposed Budget; and John Hivale,
Rockie Gilley, and Joe Palmer spoke against.

Mayor Johnson closed the public hearing at 5:57 p.m.
Motion Postpone. Action Postpone consideration of action regarding the Fiscal Year
2020-2021 Proposed Budget until the Regular Meeting on Tuesday, September 15, 2020
at 5:30 p.m., Moved By Wandel, Seconded By Pugh. Motion passed unanimously.
2 Public hearing on the Fiscal Year 2020 2021 Tax Rate and announce day of
vote on tax rate
Mayor Brian Johnson opened the public hearing at 5:58 p.m.
Joe Palmer and John Hivale spoke against the recommended FY20-21 Tax Rate
increase.
Mayor Johnson closed the public hearing at 6:05 p.m.
Following the hearing, Mayor Johnson announced that the Council would consider action
on the FY20-21 Tax Rate during the Regular Meeting scheduled for Tuesday, September
15, 2020, at 5:30 p.m.
There was some discussion of the status of the Safe Routes to School (SRTS) funding,
salary line items that had increased since FY19-20 due to step plan implementation, cuts
made by the Library, the potential issuance of debt in 2021, splash pad availability and
potential improvements, staff retirements, and the possibility of the Fire Department
moving to a schedule of 48 hours on / 96 hours off (rather than the current 24/72).
IV. ADJOURNMENT
Motion Adjourn. Action Adjourn Moved By Mayor Pro Tem Lee, Seconded By Rhodes. Motion
passed unanimously.
Mayor Johnson adjourned the meeting at 6:43 p.m.
