KENNEDALE CITY COUNCIL MINUTES
SPECIAL MEETING I SEPTEMBER 13, 2019 AT 2:00 PM
CITY HALL COUNCIL CHAMBERS, 405 MUNICIPAL DRIVE
I. CALL TO ORDER
Mayor Brian Johnson called the meeting to order at 2.01 p.m.
II. ROLL CALL
Present: Mayor Brian Johnson; Mayor Pro Tem Sandra Lee, Place 3; Josh Altom, Place 1; Chris Pugh,
Place 2; Linda Rhodes, Place 4; Chad Wandel, Place 5; Absent: NONE. Staff: City Manager George
Campbell, City Secretary & Communications Coordinator Leslie E. Galloway, Finance Director Lakeita Sutton,
Director of Planning & Economic Development Melissa Dailey, Director of HP and Administrative Services Danielle
Clarke, Public Works Director Larry Hoover, Police Chief Tommy Williams, Fire Chief James Brown.
III. VISITOR AND CITIZEN FORUM
There were no requests to speak at this time.
IV. WORK SESSION
A. Continued discussion regarding the City Manager's Proposed Fiscal Year 2019-2020 annual
budget and the supporting Tax Rate
There was a brief discussion of the Tax Increment Reinvestment Zone (TIRZ) Fund and Board,
the recently issued Tax Notes and potential projects, and updates regarding the Safe Routes to
S chool and New Hope Road Bridge projects. In response to questions from Councilmember
Rhodes, it was the consensus of the Council at this time to support a $1.00 increase in the
S tormwater Fee and the new Planner I position in the FY19-20 budget.
V. REGULAR SESSION
Mayor Johnson convened the Regular Session at 2.24 p.m.
A. Public hearing on the Fiscal Year 2019-2020 Tax Rate
1. Staff Presentation
City Manager George Campbell stated that staff was available to make this presentation and/or
answer questions, if desired by the Council.
2 Public Hearing
Mayor Johnson opened the public hearing at 2.25 p.m.
S arah Johnson Cotton, 700 Crestview Drive, spoke against the $1.00 increase in the
Stormwater Fee, particularly for senior citizens.
Mayor Johnson closed the public hearing at 2.29 p.m.

There was no discussion at this time.
4. Announcement of Date of Vote on Tax Rate
Mayor Johnson announced that the vote on the FY 2019-2020 Tax Rate would be held Tuesday,
September 17, 2019, at 7:00 p.m., in these Council Chambers (405 Municipal Drive, Kennedale,
TX 76060).
VI. ADJOURNMENT
Motion To Adjourn. Action Adjourn. Moved By Rhodes. Seconded By Mayor Pro Tem Lee. Motion
passes unanimously.
Mayor Johnson adjourned the meeting at 2.29 p.m.
