Public Hearing #1- Annexation request by Johnny Hill on .692 acres of land
out of David Strickland Survey A1376. First hearing.
Mayor Taylor opened the hearing at 7:17 Pm. Mr. Hill and family was present
to answer any questions regarding his. request for annexation. No one wish to
speak either for or against this annexation. Written testimony by James Chappell
was introduced. to Council. This testimony was against the annexation.
With no other information for Council, Mayor Taylor ~rceeded with Public Hearing
#2 .
Public Hearing #2- Variance to City Code to operate a retail plant nursery on a,_
lot inside City Limits currently zoned '''A" Single Family. Request by Norman
Lassetter and Larry Walther.
Mayor Taylor opened this hearing to those wishing to speak. Nis. Helen Middleton
asked several questions regarding the variance, such as the length., what was a
variance, etc. After having her questions answered by Mayor Taylor, she spoke
for allowing the variance.
Also present was Clyde & Alta Nelson.
Present were Norman Lassetter and Larry

Public Hearing # 3- Variance to City Code to allow operation of a Bindery
Shop in an existing barn located at 921 North Bowman Springs Road. Requested
by Jack Statwn.
N~.yor ^aayor opened this hearing for testimony. Mr. Statum spoke to the
Council in regards to the operation of the bindery shop. It will be located
in a barn located on his "A" Single Family lot. The building is approximately
850 sq. ft. It currently is service by TESCO. Water and Sewer will also
be located in building. He will also improve the building to meet codes.
With no other persons wishing to testify, this hearing was adjourned.
Public Hearing #4- Request for Variance by James Fitts was cancelled
prior to the meeting date.
Adjournment motion by J. D. Kirkpatrick and seconded by Larry Ledbetter.
Notion carried unanimously at 7:40 Pm.

Motion by Jerry Mitchell and seconded by Lamy Ledbetter, to allow a variance
to operate the nursery at the above location. Motion carried unanimously.
Agenda Item No. 3- Action on 'Variance Request by Jack Statum for Placing a
IIindery Shop on his location at g21 North Bowman Springs Road.
Motion by J. D. Kirkpatrick and seconded by Mark Wright to allow the variance
to operate the bindery shop at the above location. Motion carried unanimously.

Agenda Item No. 5- Replat and Dedication of Lots by Al Bulls
Motion by J'. D. Kirkpatrick and seconded by Jet-ry'Mitchell to a11o~r the replat
of Lat ~IR1, 4R2, ~R3, Block 12, Oakcrest Addition and to alloo~r NIr. Bulls to
dedicate the East ~5' of Lot 1R1, Block 12, Oakcrest Addition to the City.
Notion carried unanimously.
Agenda Ttem No. 6- Replat of Kennedale Business Park by Don Samanie
Motion by Jerry Mitchell and seconded by Larry L°dbetter to approve the
replat of Kennedale Business Park from 4 lots to 2 lots. Motion carried
lmanimously.
Agenda Item No. 7- Action on bids for Sewer Flume.
After reviewing the bids submitted by the two firms of Circle C Construction
and A. R. B, Inc. , Council on motion by Mark Wright and seconded by ` . _ _-
c3. D. Kirkpatrick awarded the bid to Circle C Construction for $55,375.00 and
to amend the budget by providing for the transfer of $56,000 from the Water
and Sewer Fund Reserves to the Water Dept. Budget. Notion carried unanimously.
Agenda Item No. ~- Action on the Bids for the 5" Fire Hose and attachments.
Motion by Jerry Mitchell and seconded by J. D. Kirkpatrick to accept the
bid by CASCO Industries for $6,815.00 for the purchase of the fire hose
and attachments. Motion carried unanimously.
Agenda Item No. 9- Recommended Fee Schedule for City Charges. F ~ .~~~ -
A^otion by Mark Wright and seconded by Larry Ledbetter to accept the fee schedule
as submitted with the following amendments:
Use of Ballfields: KYA- Maintain the fields and 2 cost of lights up to $1,000.00
maximum yearly.
Night use of fields: $25.00 per field with. a $25.00 deposit
ner field.
Water Meter installations: To stay the same as current charges.
•Motion carried unanimously.
Agenda Item No. 10- I~signation of Prosecutor for Municipal Court..
Motion by J. D. Kirkpatrick and seconded by Jerry Mitchell to appoint
Ion Mc Daniel as prosecutor at a salary of $100.00 per nigYit of court. Motion
carried unanimously.

land out of the David Strickland Survey. Requested by Johnny Hill.
No persons wished to testify either for or against this
proposed annexation.
Public Hearing No. 2- Variance to City Code to allow a mobile
home on a business lot- 1200 E. Mansfield Highway. Requested
by Tony Cecil.
Council briefly discussed the situation regarding the
location of this mobile home which is currently in place.
