General Discussion of Water/Sewer Rate Study by Freese and Nichols
Tom Gooch of Freese and Nichols presented the study that
was completed during the Spring of 1985.
The study result in the following basic recommendations
to the Council.
The study indicated that there was a need to keep separate
accounts for collection/charges to each water and sewer accounts.
This would allow for determination of each on an individual
basis. They also presented the recommendation that future
financing of capital outlay be financed by revenue bonds. This
allows for future users to bare the costs of system's growth
since they are the users which benefit from it the most. Another
recommendation was a leak detection/meter replacement program
be set into motion. This would help reduce the unaccounted
water lost on the system.
The final recommendation be that a future water/sewer
rate increase be considered. This would help with general
operation costs as well as capital outlay.
At 11:52 am., the Council considered the Emergency Purchase
of an Ambulance.
After discussion of the latest mechanical problems with
both ambulances, it was determined on motion by Richard Bennett
and seconded by Larry Ledbetter that a need existed for replace-
ment of one of the ambulances. The Council informed Bob
Corcoran to contact the company recommended and set the purchase
of a new ambulance in motion. Motion carried with no objections.
Council adjourned the budget workshop at 1:42Pm.
