CALL TO ORDER Mayor Pro Tem Sandra Lee called the meeting to order at 4:30 p.m. II. ROLL CALL Present: Mayor Pro Tem Lee, Place 3; Chris PUgh, Place 2; Linda Rhodes, Place 4; Jan Joplin, Place 5 Absent: Mayor Bran Johnson; Rockie(3iUey. Place 1 Staff: City Manager George Campbell, Deputy City Secretary Kathryn Roberson, Finance Director Brady Olsen, Human Resource and Administrative Services Director Danielle Clarke, Library Director Amanda King, Police Captain Darrell Hull, Interim Fire Chief Brian King, Director of Planning and Economic Development Melissa Dalley, Streets/Parks Superintendent Larry Hoover, Buckflow/CS /nspector Dennis Brown III. WORK SESSION A. Continued discussion of the City Managers FY2018-19 budget proposal City Manager George Campbell presented alternatives to the budget proposal from the August 9, 2018 City Council budget meeting. Brady Olsen, Finance [}|neCt0F, presented the final proposed budget to Council. Mr. Olsen answered questions from Council relative to the proposed Over 65 tax exemption. Larry HooVeF, Streets/Parks Superintendent, answered questions from Council relative to the water and sewer fund. Melissa Dailey, Director of Planning and Economic Development, presented the proposed Safe Routes to School program. Mayor Pro Tem Lee closed the Work Session at 5:04 p.m. IV. REGULAR SESSION Mayor Pro Tem Lee opened the Regular Session at 5:31 p.m. A. Public hearing on the Fiscal Year 2018-2019 Proposed Budget 1, Staff Presentation Finance Director Brady Olsen presented end-of-year p jections, m jor assumptions and highlights for the Street Improvement Fund, Storm Water Fund, Combined Funds Summary, 5-year projections in the General Fund, Proposed Tax Rmte, Sales Tax ReveOue, Water and Sewer Fund and Other Major Funds, and new program requests to Council. 2. Public Hearing Gail Uranga, 904 Bell Oak Drive, stated she would like a tax cap on home valuation rates 405 Municipal Drive, Kennedale, TX 76060 Telephone: 817-985-2100 1 Fax: 817-478-7169 and a tax freeze for Over 65 property owners. She also requested water rate reductions. 3. Staff Response and Summary There was no discussion at this time. 4. PubIic hearing on the FiscaI Year 2018-2019 Tax Rate 1, Staff Presentation Finance Director Brady Olsen presented the proposed Fiscal Year 2018-2019 Tax Rate to Council. 2. Public Hearing There were no speakers. 3, Staff Response and Summary There was no discussion at this time. 4. Announcement of Date of Vote on Tax Rate There was an announcement that the tax rate would be voted on by Council on September 17, 2018. V. ADJOURNMENT Motion To Adjourn.
