Agenda Item ~kl - Canvassing the Elections
The recount showed no changes in the results of the election in 1985 between
Bill Abbott and Mark Wright. Mark Wright is shown to have won the election by
three votes.
The Motion by Richard Bennett and seconded by J. D. Kirkpatrick, to canvass
the elections results as bein true and correct. Motion carried.
The installation of the four new candidates of Mark Wright, Larry Ledbetter,
Richard Bennett and J. D. Kirkpatrick was completed with the taking of the oath of
Office by each candidate.
Mayor Taylor informed the newest Councilmembers regarding the Conflict of
Interest Statement.
Agenda Item ~~2 - Election of Mayor Pro Tem
The nomination for Mayor Pro-Tem was opened to the floor. Jerry Mitchell
nominated J. D. Kirkpatrick as Mayor Pro-Tem with Richard Bennett seconding
the motion. No other nominations were received. The voting was unanimous
with Mr. Kirkpatrick being installed.
Agenda Item No. 3- Larry Gill- Widening of the North Portion of Little
School Road.
Mr. Gill made a presentation to the Council regarding his High Point
addition which borders the east side of Little school Road. Mr. Gill
presented actual construction estimates for the widening of this portion.
They total $463,940.00.
The agreement sued by the City and Mr. Gill on May 10, 1984 did not
provide for total funding. The City is corm'nitted for $135,000.00 and Mr. Gill
for up to one-half of costs for the section abutting his property on the east
side plus up to $90,000.00 of the costs for the northernmost 500 linear feet.
Of the total estimated costs, approximately $64,353.00 remains as uncoirnnitted
by either party.
The suggestion was made that Mr. Gill provide original funding for the
$64,353.00 portion and be re-paid by the City after collection from developers
on the Westside of the road. Mr. Gill indicated that he was willing to
consider this alternative.
The Co~cil then tabled this matter until the action on the developers
fees ordinance could be completed.
Agenda Item No. 4- Approval of Road Maintenance Contract with Tarrant County.
The County has submitted a contract for consideration by Co~cil for
repairs of roads located in Kennedale. Little School Road to Mansfield Hwy
on Mansfield- Cardinal Road and Kennedale Sublett, from Little Road to
Mansfield Hwy.
Request was also made to allow the Mayor to sign these contracts as
needed to improve scheduling problems confronted by having to have a
special meeting to sign each contract.
Motion by Richard Bennett and seconded by Jerry Mitchell to allow
the D'Iayor to sign these contracts on behalf of the Council as needed.
Motion carried unanimously.
Motion to enter into Closed session by J. D. Kirkpatrick, seconded by
Mark Wright. Motion carried at 9:29 pm.
Motion to re-enter into Open session by Richard Bennett and seconded by
Jerry Mitchell. Motion carried at 10:02 pm.
Discussion of Council was to agree to hold a worksession on May 1, 1885
for consideration of increased rentor deposits and a shorter time
period before cut-offs occur. Agreeing to hold this worksession, the
Council adjourned this meeting by motion of Richard Bennett and
seconded by Jerry Mitchell. Motion carried unanimously at 10:11 pm.
