A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
KENNEDALE, TEXAS, ADOPTING RULES OF PROCEDURE FOR
CITIZENS TO ADDRESS THE CITY COUNCIL ON AGENDA ITEMS
DURING CITY COUNCIL MEETINGS.
WHEREAS, the City Council conducts city council meetings pursuant to formal agendas
that are posted in accordance with the Texas Open Meetings Act; and
WHEREAS, Section 3.08 of the City Charter provides that the City Council shall
determine its own rules and order of business; and
WHEREAS, the City Council desires to adopt rules of procedure that allow citizens to
address the city council on agenda items during city council meetings.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF IENNEDALE, TEXAS:
SECTION 1.
The City Council hereby approves the following rules for citizens to address the City
Council on agenda items:
• Public Hearings — Persons wishing to speak in support or opposition at any
public hearing should sign a "speaker" card, indicating either "support" or
"opposition ", and present that card to a staff member at the entrance to the
Council Chambers. Once the Mayor opens the public hearing, he will call
speakers who have submitted cards. Following speakers who have signed cards
the Mayor will ask for anyone else wishing to speak before closing the public
hearing. Once the hearing is "closed" no citizens will be allowed to speak on that
subject before the Council deliberates among themselves and /or takes action,
except to address inquiries from the City Council.
• Consent Agenda Items — Any citizen wishing to speak to a consent agenda item
must sign a "speaker" card prior to the start of the Council meeting and present
that card to a staff member at the entrance to the Council Chambers. A separate
card must be completed for each item a citizen wishes to address. The Mayor will
recognize those persons who have signed cards to speak when the consent agenda
is being considered and before it is voted upon or before Council members
remove items for individual consideration. No citizen will be allowed to speak on
a consent agenda item who has not signed a card prior to the start of the Council
meeting. Each person will be permitted three (3) minutes to speak unless the time
is extended by the Mayor.

• Decision Items — Any citizen wishing to speak to a decision item must sign a
"speaker" card prior to the start of the Council meeting and present that card to a
staff member at the entrance to the Council Chambers. A separate card must be
completed for each item a citizen wishes to address. The Mayor will recognize
those persons who have signed cards to speak when that specific item is reached
on the agenda. Each person will be permitted three (3) minutes to speak unless
the time is extended by the Mayor.
• Work Session Items Citizens will not be permitted to address the Council on
work sessions items unless requested to do so by the Mayor with the concurrence
of a majority of Council members present.
SECTION 2.
This Resolution shall become effective from and after its passage.
ADOPTED BY THE CITY COUNCIL THIS 20th DAY OF AUGUST, 2018.
