Kirkpatrick-here Councilmen: Jerry Mitchell-here Richard Bennett-here Allan Elrod'-here Harvey Long-absent Item # 1- Approve previous minutes. On motion by J. D. Kirkpatrick and seconded by Richard Bennett, the previous minutes were approved as submitted. The motion carried unanimously. Item ~~ 2- Canvassing of Election and Request for Recount. The request for a recount of the 1985 Municipal Officers Elections, Place ~~1 between Bill Abbott and Mark Wright. On motion by J. D. Kirkpatrick and seconded by Richard Bennett, to approve the request for a recount. Motion carried unanimously. Item ~~ 3- Resolution for Partici ation with Tarrant County 911 Emergency Assistance District - Resolution ~ 85-5. Upon motion by Richard Bennett and seconded by Allan Elrod, to approve the participation with Tarrant County and to sign the resolution. The motion carried unanimously. Item ~~ 4- Developers Participation in Construction &/or Extension of Streets & Utilities. City Attorney Don Driver stated that he needed more time for researching this item. Upon motion by Richard Bennett and seconded by Allan Elrod to table this item until the next regular meeting. Motion carried unanimously. Item ~k 5- Norma Sorrell - Address to Council. Mrs. Sorrell stated that she had several questions regarding the current water billing cut-off due to lack of payment. Why does a customer have 3 months of service before getting cut-off for lack of payment? ANSWER - The current ordinance allows for the customer to be in arrears for one month before disconnections. Linda Royster, Water Dept. Supervisor, suggested that a workshop with Council happen to discuss possible changes. Mrs. Sorrell made a sugggestion to Council. She stated that the roblem of collections seemed to be with rental property tenants. If a high deposit was charged to those persons, it might solve the problem. Mrs. Sorrell asked about signing the rental property owner agreement. If not signed what would happen? Mr. Driver stated ihat.the new mentor ~rould not get.seruiee until_it-is signed. Mr. Radakovich, had several points to express. He stated that he felt the main point was that he did not want to pay another person's bills. He also expressed his concerns about a monthly notification of water billing by those rentors in the property owners property. Can they (the property owners) request cut-off of services when the owners feel there is a problem occurring? i Discussion of this problem continued with no real solutions made. Upon motion by Richard Bennett, to hold a public hearing to discuss this matter further. The motion died due to lack of second. Upon motion by Richard Bennett and seconded by Allan Elrod, the motion to postpone enforcement of Ordinance ~~ 85-2 holding owners responsible for unpaid bills until May 1, 1985. Motion carried unanimously. Item # 6- Widening of Little School Road - Northern Portion. Mr. Gill requested postponement of this item until a later date. Post- ponement granted. Mayor Taylor made a presentation to Allan "Sonny" Elrod for his dedication to the Council of Kennedale and those Citizens in which he served. Motion to adjourn made by J. D.
