Kennedale City Council
Public Hearing
March 26, 1985 7:30Pm.
Mayor Taylor welcomed all in attendence and introduced to
those present, Mr. Win Carver, representative of Tarrant
County Community Development Block Grant Program.
The discussion of priorites began with a brief historical
background of the program and its uses in the past. A
majority of the past uses was in the area of Water Line
Construction with some uses for Senior Citizens Center
and Park improvements.
The concerns of a women citizen was that sidewalks were not
available to students walking along Bowman Springs Road,
near the High School area. Her concern for the safety of
those students on the narrow road leading to the High School
during rush traffic hours, was mentioned. She asked if the
project was acceptable under the Block program. Mr. Carver
stated yes, so long as the project was located in the target
area and secondly, that it benefits a low or moderate income
community within the target area.
He stated that two tests on every project must be answered
yes, or the project was not acceptable. The first test was
that the project must be located within the target area for
the City submitting the .project. Secondly, that the project
must benefit 51% of the people who are of low to moderate
income within that area.
The subject of widening and reconstruction of Crestview Lane
was mentioned. It was determined that Crestview was not a
suitable project due to the fact that real estate would be
required for right of ways. Mr. Carver stated that he would
recommend to any City that real estate should be acquired
prior to June 1, of'the year submitted, before submitting a
project of this nature for consideration. Problems can cause
this type of project to be turned down if right of ways are
not secured.
The discussion of Housing Rehablitation was mentioned. The
program was explained briefly. The consensus of those present
was that the rehabilitation in Kennedale could be covered under
the County-wide program.
