Consider approval of Minutes from May 3, 2017 IV.VISITOR/CITIZENS FORUM At this time, any person with business before the Parks and Recreation Advisory Board may speak to the Board. All comments must be directed towards the Chair, rather than individual board members or staff. All speakers must limit their comments to subject matter relating to the board. No formal action can be taken on these items. V. REGULAR ITEMS A. Discuss and consider getting a policy added to the Park Board rules and regulations regarding member permissions where residents are concerned B. Discuss and consider more detail for the Park Board hosting a Concert in the Park C. Discuss and consider cancelling July 5, 2017 Park Board Meeting D. Discuss and consider options for a fence, or other barrier type options along the Senior Living Development entrance road adjacent to Sonora Park. VI. REPORTS/ANNOUNCEMENTS A. Kid Fish 2017 was a success B. Cub Scouts Day Camp will be held June 12th-16th, 2017 at Sonora Park VII.ADJOURNMENT In compliance with the Americans with Disabilities Act, the City of Kennedale will provide for reasonable accommodations for persons attending City Council meetings. This building is wheelchair accessible, and parking spaces for disabled citizens are available. Requests for sign interpreter services must be made forty-eight(48) hours prior to the meetings. CALL TO ORDER Chairman David Deaver called the meeting to order at 7:00pm II. ROLL CALL Present: Azam Shaikh, Jeff Nevarez, David Deaver, Michael Chandler, Gary Swan Absent: III. MINUTES APPROVAL Consider approval of minutes from April 5, 2017 regular meeting. Motion to: Approve April 5, 2017 minutes Action: Approve. Moved By: Azam Shaikh, Seconded: Gary Swan Motion Passed Unanimously IV. VISITOR/CITIZENS FORUM A. Sandy Mata spoke to encourage us to cap off and get rid of guns in Splash Pad at Sonora Park, she is aware that the City does not have funding to replace the guns, but we should at least take them down and cap off the spouts. Ms. Mata advised she will continue to be very consistent in getting those guns gone at The splash pad V. REGULAR ITEMS A. Surrounding Cities rentals fees as well as fees for police presence. Jeff Nevarez would like for a policy to be put in place clearly stating how large parties would have to be to have required police presence at the renter's expense. B. Discuss hosting a Concert in the Park. Jeff Nevarez would like to let everyone know he will be working on getting funding to get the sound system that his sound guys could run. Mr. Nevarez will be able to pull bands, but will need help getting restrooms at the event as well as vendors. Mr. Nevarez would like everyone to keep in mind that this concert would benefit the local Kennedale Food bank located at the United Methodist Church. C. Park Board membership, organization, rules, regulations, power and duties. Mr. Deaver would like to say that the Park Board or members of any board would need to come to the Park Board meeting before advising the public of any rules and regulations they may be breaking per City policy. Mr. Chandler advised in some instances it may be necessary to advise young children and/or their parents if a child is climbing on the 911 Memorial and or doing something that may pose an immediate threat to the safety of the child. However, if a resident or patron of the parks is for instance swimming in the pond at Sonora Park we any board member would need to then call the police department for help getting people to stop breaking any rules. Mr. Swan would like to see the Board move forward to get a policy in place, we will discuss this policy at the June 2017 meeting. Larry Hoover would like the board to know that he tells his City employees that if they do see something wrong going on at any park and there is a group to just go ahead and contact the police department to go and take care of the situation so that one employee does not get overrun which can happen very easily. VI. REPORTS/ANNOUNCEMENTS A. Kid Fish, Bark in the Park, and National Kids in the Park Day will be held this year on Saturday May 20, 2017. The Fleniken's Island plaque dedication by the Historical Society will also be held during this event. B. This Saturday May 6, 2017 is Election Day. C. Staff is and will continue to work on budget for the coming year D. The Glen of Village Creek development thirty-three (33) lots will be going into this development. Everything has run smoothly with the developers up to this point. E. Hilltop development is thirty-six (36) lots. Summit Homes is the builder. F. The Splash pad at Sonora Park was opened on May 1, 2017 G. 108in pipeline Richland Chambers to Benbrook to Eagle Mountain through the Tarrant Regional Water District (TRWD) VII. Summary: Staff is open to discuss options for fencing or other barrier type controls to prevent vehicles from entering into the park from the entrance of the Senior Living Development.
