09/13/1984, Regular Meeting Minutes~._.~ ~;..~~ :o Kennedale City Council Regular Session, September 13, 1884, 8:10 Pm The City Council of Kennedale was called to order by Mayor Taylor at 8:lOPm. The following members were present: Mayor Danny Taylor, Pro Tem J. D. Kirkpatrick, Councilmembers Harvey Long, Jerry Mitchell, Alan Elrod, Richard Bennett. The minutes of the previous meetings of August 1884 were read and approved as submitted. The motion made by J. D. Kirkpatrick, seconded by Allan Elrod. Motion carried with none opposing. Item No. 1- Mark Norris: Consideration of a replat from Lot 1, Block 33, Block 34, 35, 55, 56, 104 of Original Township of Kennedale and Tract 3, J. Prickett Survey A1225 to Block 34-R, Original Township of Kennedale. The motion was made to accept this replat by J. D. Kirkpatrick with the second by Richard Bennett. Motion carried with none opposing. Item No. 2-Don Samanie: Consideration of Zoning Request Change on Tract 1, E. C. Cannon Survey A378 and a portion of J. M. Lilly Survey A378, From Zone A to Zone G-1. The motion was made to change the zoning to G-1 on motion by Richard Bennett and seconded by J. D. Kirkpatrick. Motion carried with none opposing. Item No. 3- Mr. Larry Gill: Consideration of Zoning Change Request on Tract 2, M. P. Lamar Survey A987 and Tract 8, D. Strickland Survey A1376, From Zone A to Zone E. The motion was made by Harvey Long and seconded by Alan Elrod to accept the change in zoning of subject property. Motion carried with none opposing. Item No. 4-Mr. Larry Gill: Consideration of Zoning Change Request on 3.943 Acres of land out of the T. F. Rodgers Survey A1363 and W. E. Haltom Survey A731, From Zone A to Zone C. The motion to change the zoning to C was made by Richard Bennett and seconded by J. D. Kirkpatrick. The motion was carried with none opposing. Item No. 5-Mr. Mike Ford: Consideration of Zoning Change Request on Tract lAl, 1A2, 1A 3, M. F. Lamar Survey A987 From Zone A to Zone F, Commerical. The motion to change the zone to F was made by Alan Elrod and seconded by Harvey Long. Motion carried with none opposing. Item No. 6- John Weir: Final Plat of Crossway Drive. Mr. Weir present the Council a plat showing Crossway Drive in the Rolling Acres Subdivision. They showed the need to present ~ust the roadway plat at this time for approval. The City Administra or had worked with Mr. Weir to insure the plat met all City specifications. The motion was made by Richard Bennett and seconded by Jerry Mitchell to accept the plat as submitted. The motion carried with none opposing. Item No. 7-Adoption of Budget for FY 1884-1885. ~,-~. ~~~-a/ The Council having no objections during the Public Hearing and having no amendments to the budget f~z~m the members agreed on motion by Harvey Long to adopt the budget as stands. The second on this motion was by Richard Bennett. Motion carried with none opposing. <- ' Cont. Ttem No. 8-Fire Chief Jim Smith, Request to adopt the Uniform Fire Code of 1982. Jim Smith present to the Council the need to update the Fire Codes to the 1982 version. He stated that this would allow a uniformed and equal standard method as all other cities in our area. The Council agreed with the motion to adopt the Uniform Fire Code of 1982 and to purchase the necessary books to revise the Kennedale Code book. The motion was made by J. D. Kirkpatrick with the second by Richard Bennett. Motion carried with none opposed. Item No. g-Chief Administrator's Residency Requirements. The Council upon hiring Mr. Ted Rowe had agreed to drop the residency requirements that stated the Chief Administrator must live within the City limits. Upon motion by Richard Bennett, Ordinance 84-16 was passed with the second from Harvey Long. The motion carried with none opposing. Ttem No. 10-Codifi Res 84-14: Res 84-16: Res 84-1g: Res 84-20: cations of Ordinances and Resolutions: Hiring of Gala L. Kirk as City Secretary Authorized Signatures at First City Bank. Authorized Signatures at Mansfield State Bank Municipal Trailer Park Fees Rebated to Mr. Wm. Honea These Resolutions were presented by Don Driver, City Attorney for consideration by the Council. These Resolutions were adopted as stands on motion by Richard Bennett and seconded by J. D. Kirkpatrick. Motion carried with none opposing. With no other business at hand, the motion by J. D. Kirkpatrick and seconded by Richard Bennett, to recess into closed session at 8:40 Pm. Closed Session resulted in no motion to adjourn was made by Harvey Long.
