09/13/1984, Public Hearing Meeting MinutesKennedale City Council Public Hearing, September 13, 194 Public Hearing #1 Mr. Don Samanie: Consideration of Zoning Change Request on Tract 1, E. C. Cannon Survey A378 and a portion of J. M. Lilly Survey A378, From zone A to Zone G-l. The public Hearing was called to Order by Mayor Taylor at 7:00 pm. The following members were present: Mayor Taylor, Mayor Pro Tem J. D. Kirkpatrick, Counc~lmembers R~,chard Bennett, Harvey Long, Alan Elrod, Jerry M~.tchell. Mr. Samanie spoke in favor o#' his proposal as submitted in written form to the Coucnil. He outline his plans for the use of the land, including a rough draft of the building layout and photos of the current conditions. He stated that he felt the City needed the extra G-1 zoning, that it would use that land to it's highest use. Mr. Gardner- 1000 Mansfield-Cardinal Road- a land owner adjoining the property spoke against the changing. He felt that it would change the neighborhood and devalue his property. Mr. Wilson- 924 Mansfield -Cardinal Road- a land owner adjoining the property spoke agaanst the rezoning. He supplied a petition signed by some of the property owners in the general area which stated that they were against the change. Ms. Bobbie Williams- another adjoining property owner spoke against the change. Mr. Blair- spoke in favor of the change in zoning. He had previous to the Council's pub-tic hearing, applied for a zoning request change on his property located adjacent to the subject property. Each of the above persons made final comments regarding the change. With no other comments on this subject property, the second Public Hearing commenced. Public Hearing #2 Without interruption, the second hearing began with the Mr. Larry Gill: Consideration of Zoning Change Request on Tract 2, M: P. Lamar Survey A987 and Tract 8, D. Strickland ~. Survey A1376, From Zone A to Zone E. Mr. Larry Gill spoke in favor of the zoning change which would allow th e use of the land for commer ical usage as an access to his other land which is located in the Arlington jurisdiction. He explained to the Council his plans of use of the land. i~'" ° `- , Cont. There were no other speakers on this matter. The Council proceeded to the next Public Hearing Public Hearing #3 Mr. Larry Gill: Consideration of Zoning Change Request on 3.93 Acres of Land out of the T. F. Rodgers Survey A1363 and W. E. Haltom Survey A731, From Zone A to Zone C. Mr. Gill spoke in favor of his proposal to change the zoning to Zone C. He explained to the Council that the change was to reflect that an odd shape of this property would not allow for the best usage for the construction of single family housing. The proposal allows for the building of multi-family dwelling for which usage of the land would be the best. With no other speakers on this matter, the Council continued to the next public hearing. Public Hearing #4 Mr. Mike Ford: Consideration of Zoning Change Request on Tract lAl, 1A2, 1A3, M. P. Lamar Survey Abst. 9~7 From Zone A to Zone F, Commerical. Mr. Ford show the Council a sketch of the proposed building that would be placed on the land. It is a new style building now being used for the Stop-N-Go food stores. The consensus of the area residents were that a convenience store located on this property would be benefical to the neighborhood. The public had no other speaker on this matter. The Council than went to Hearing #5 Public Hearing #5 Budget Adoption hearing to include Revenue Sharing Funds. Mayor Taylor spoke to the persons present that the budget was prepared in it's final form and was now ready for public hearing. He explained that the budget was one that was balanced and could serve the needs of the City and it's citizens, No citizens present wished to speak in favor or against the proposed budget. With this, the motion to adjourn the public hearings at 8:09 Pm. was made by J. D. Kirkpatrick and seconded by Richard ``\\\\\\`~,~`~B'EQ`a,~}ett.
