Mr. Harvey called the meeting to order at 7:58 A.M.

Jim Stegall was present for the meeting.
III. IMPACT FEE ADVISORY COMMITTEE MEETING
A. Make a recommendation to City Council on the city impact fees
Ms. Roberts said the board had a packet of comparisons to other cities. She said that Kennedale is
significantly lower than the surrounding communities. The commission recommended the following:
Single Family % meter — 50%
10k general office — 25%
150k shopping center— 35%
50k light industrial — 35%
Water /wastewater — 50%
The recommendation passed with all in favor.

A. Discuss any item on the regular session agenda
Mr. Pirtle said that the area around the road intersecting Bowman Springs is a concern. Mr. Pirtle questioned
adding stop light at Pennsylvania. He discussed the entry to Pennsylvania.
The work session ended at 8:18 A.M.

VIII. MINUTES APPROVAL
A. Consider approval of minutes from May 19, 2016 Planning and Zoning Commission meeting.
Mr. Pirtle motioned to approve. The motion was seconded by Ms. Williamson and passed with all in favor
except Mr. Harvey, who abstained from voting.
IX. VISITOR/CITIZENS FORUM
Trisha Jordan, 2215 Patterson Place Arlington, TX, wanted to know the future plans for 500 Little School
Road. Mr. Harvey said that the city is currently looking at a Uniform Code for the area and that the city is
looking for a mixed use in the area as well.
X. REGULAR ITEMS
A. Case # PZ 16 -07 Consider approval of a preliminary plat requested by CHC Development for an
approximately 8.8 -acre tract located on Bowman Springs Rd in the D.Strickland Survey A -1376,
Tarrant County, Texas. The preliminary plat is for tentatively -named Swiney Addition Block A Lots 1-
37, an addition with 35 residential lots and two dedicated open space lots. Property addresses
include 1201, 1305, & 1307 Bowman Springs Rd.
Ms. Roberts said the Commission reviewed the concept stage at the last meeting and it is now time to start
the preliminary plat. She said the plat is in conformance with the Comprehensive Land Use Plan. She said
that it meets all requirements for what the city requires. She said staff recommends approval with a condition
stating the concept plan be approved by City Council first before the preliminary plat be approved.
Mr. Pirtle motioned to approve with the following conditions:
1. The applicant assures that street A align with Pennsylvania.
2. City Council approves the concept plan before the preliminary plat can be approved.
The motion was seconded by Mr. Brim.
The motion passed with all in favor except Mr. Harvey, who abstained from voting.
XI. REPORTS/ANNOUNCEMENTS
The Bird Workshop will be accepting registrations for July 15, 2016.
XII. ADJOURNMENT
Ms. Williamson motioned to adjourn. The motion was seconded by Mr. Pirtle and passed with all in favor
except Mr. Harvey, who abstained from voting.
