Staff presentation: Rachel Roberts (city planner); Katherine Rountree (board secretary).

Ms. Rountree swore in those who wished to speak.
IV. MINUTES APPROVAL
A. Consider approval of minutes from May 3, 2016 Board of Adjustment Regular meeting.
Mr. Vader motioned to approve the minutes. Mr. Young seconded. Passed with all in favor.
V. VISITOR /CITIZENS FORUM
No one signed up to speak
VI. REGULAR ITEMS
A. CASE # BOA 16 -02 to receive comments and consider action on a request by Rodger
Davidson for a Special Exception as required by City Code Section 17 -421, Schedule of
uses and off - street parking requirements, to allow a guest house in an "R -3" Single - Family
Residential district at 132 S. Joplin Road, more particularly described as L C Rayburn
Subdivision Lot 5A.
Applicant Presentation
Rodger Davidson, 132 S. Joplin, said that he wanted to building a permanent home and guest
home at the same time. He said that he wants to be on the property while the permanent
home is being built as well. He said that the guest home will provide a place for his family to
stay when they come into town and future use would be a pool house for a future pool. He
stated the primary home will be about 100 ft. back from the front and the guest home will be
about 25 ft. from the home. They said construction on the home will be starting when the
permit is issued after the plat is filed with the County. He said that being on the property while
the main home is being built will hopefully cut down on some burglary that has been going on
in the area. He said there will not be a separate garage.
Staff Presentation
Ms. Roberts said that the guest home and primary residence permits will be both issued at the
same time. She said that the property will provide enough room for a guest house. She went
over the six standards that must be met for approval of a Special Exception.
Public Hearing
No one signed up to speak.
Applicant Response
Mr. Davidson said that he will not be using the guest house as a rental property. He said his
lot is 800 feet deep and that the lot is heavily wooded and that the property value would be
increased with his home and that the lot will be cleaned up while will cut down fires and wild
animals. He said that he has spoken with Charles regarding code issues.
Staff Response and Summary
Staff recommended approval with conditions.
Board motion
Mr. Nevarez motioned to approve with conditions
1. Guest house and primary structure same water and electric meter
2. 750 sq. ft
3. 80 % masonry
4. Minimum of 5 to 25 ft
5. Must be on concrete
6. Min of one car and 5 car
7. Something property
8. No kitchen
9. Must be owner occupied
10. Permit approval within 6 months for all plans.
Mr. Cassady seconded. Mr. Young and Mr. Vader denied.
VII. REPORTS /ANNOUNCEMENTS
A. Postponement of Case BOA 15 -05
The case was postponed to August. They submitted record requests and wanted additional time
for additional information. This is the welding shop at Dick Price and Kennedale Parkway. There
will be a meeting next Tuesday for BOA. There will be 2 cases about a renewal and a variance
request.
VIII. ADJOURNMENT
Mr .Young motioned to adjourn. Mr. Nevarez seconded. Passed with all in favor.
The meeting adjourned at 7:39 PM.
