Mr. Cassady called the meeting to order at 7:00 P.M.

Jeff Nevarez and Lana Sather were asked to serve as regular members so that a quorum was present.
Staff present: Rachel Roberts (city planner); Katherine Rountree (board secretary)
III. SWEARING IN OF SPEAKERS
Ms. Rountree swore in those who wished to speak.
IV. MINUTESAPPROVAL
A. Consider approval of minutes from April 7, 2015 Board of Adjustment meeting.
Mr. Madrid motioned to approve the minutes. The motion was seconded by Mr. Young and passed with all
in favor.
V. VISITORICITIZENS FORUM
Ms. Roberts said that we have two international guests visiting Kennedale to learn about local government
for a month.
VI. REGULAR ITEMS
A. CASE # BOA 15 -03 to receive comments and consider action on a request by Ross Carmichael for
a Special Exception as required by City Code Section 17 -421, Schedule of uses and off - street parking
requirements, to permit a private stable (keeping of horses) in an "R -2" Single family residential zoning
district at 901 N Little School Rd, more particularly described as T R Rodger Survey A -1363 Tract 7C.
A. Staff Presentation
Ms. Roberts said that Mr. Carmichael wants to keep private horses on the property. She said that a
special exception is required for horses on that particular property. She said that the applicant must
present his case to discuss standards. She went over the basic standards and staff recommendation.
B. Applicant Presentation
Mr. & Mrs. Carmichael, 7178 Dick Price Rd. Mansfield, TX 76060, stated that they are under contract
for purchase of the lot. Mr. Carmichael stated that the horses would be located on 4 acres. He said that
the proposed setbacks in the staff recommendation will limit the pasture down to an acre and a half.
He said that he is going to put privacy fences on their side of the property side as well. Mrs.
Carmichael stated that she wants to have 4 horses located on the property. She said they want to put
up a four stall stable as well.
C. Public Hearing
Patrick Easley, 921 Greenfield Ct., stated that there is already a horse stable located by him that has
an odor. He is worried about the health and welfare of the surrounding neighbors. He said that future
potential buyers might not move into the area since there are going to be horses located near them.
Jay Patel, 918 Greenfield Ct, said that he is concerned the property value is going to go down in the
neighborhood. He said that he worried about the potential odor.
Karen Martinez, 905 Greenfield Ct, was concerned that an arena would be located on the lot, how the
manure would be managed, lighting, and sound.
Mr. Potnis, 916 Greenfield Ct, said that he is worried about the property value going down and the
smell that would come from the property.
Randy Roller, 920 Greenfield Ct, said that he is against the case. He said that four horses on the
specific property would be too many. He said he is concerned about the potential odor.
D. Applicant Response
Mrs. Carmichael said that she intends to take good care of the pasture. She said they will be feeding
supplements to the horses to prevent flies. Mr. Carmichael said that the house will be positioned about
150 feet from Little School Road. He stated that there will be double fencing on all four sides of the
property.
E. Staff Response and Summary
Staff recommends approval with conditions:
1. There are no more than four horses located on the property at any given time.
2. Require a 20 ft. buffer fence from the west side of the property line to the horses.
3. Drainage shall be designed to meet City of Kennedale storm water regulations and to
prevent storm water pollution.
4. Maintain livestock waste on the property to prevent a nuisance to surrounding properties.
F. Action by the Board of Adjustment
Mr. Nevarez motioned to approve the motion with conditions. The motion was seconded by Mr. Young
and passed with all in favor except Mr. Madrid who opposed.
VII. REPORTS /ANNOUNCEMENTS
The Bird Habitat clean -up will be held on Saturday, May 9 th starting at 9:30 A.M.
Bark in the Park and KidFish will be held on Saturday, May 16 starting at 9:00 A.M.
The City Wide Cleanup will be held on Saturday, May 3 0 th starting at 8:00 A.M.
The City Wide Garage Sale will be held on Saturday & Sunday, May 22 -23`
The food truck event will be held on Thursday, May 7 starting at 5:00 P.M.
VIII.ADJOURNMENT
Mr. Madrid motioned to adjourn. The motion was seconded by Mr. Nevarez and passed with all in favor.
