This item is to give the board the opportunity to discuss any items related to these events:
Bring It Event - October 24, 2015 9:00 a.m. to 11:00 p.m.
The Bring It Event was canceled due to weather. Unfortunately the Fort Worth Crud Cruiser had
orders to not take their vehicles out to any events because of the traveling conditions. We will contact
them in January to reschedule our event for next year. Do we want to keep it in October or would you
prefer I try to reschedule for a date in the Spring?
Trunk or Treat
Several KKB Board members attended this event handing out 77 trees and Candy. A great success.
Butterfly Demonstration Garden
Last month we discussed perhaps scheduling a garden work day December 5, 2015 to apply compost
and pine straw to the bed. Does this date still work? Staff received a plant list from Weston Gardens.
Should we consider using them for purchase of plants for the garden?
Windshield Litter Survey
Staff has provided the windshield survey to the green club for completion. No word on a completion
date.
Arbor Day Event - November 7, 2015
Staff has talked with the Forest Service regarding providing the tree to be planted at Sonora Park.
The tree was put in place by Public Works November 6, 2015. This item will give the board an
opportunity to provide a brief overview of the event and discuss any changes for next year.

Discuss support of monarch butterfly migration

III. Summary:
Last month the Board voted to participate in this program and discuss ways to participate and
locations for planting the milkweed and other food sources or nectar plants. This item will give the
board an opportunity to discuss action steps for completion of the program criteria. We will be
required to provide quarterly updates regarding our progress (1/1, 4/1, 7/1 and 10/1).
Attached is a list of items that KKB can complete, a minimum of three items is required with at least
one of these must come from the Program and Demonstration Garden section. The Mayor signed the
proclamation at the October 2015 City Council meeting. Two other options which are very doable
include:
Program & Demonstration Gardens:
8. Plant a monarch-friendly demonstration garden at city Hall or another prominent location. Since we
already have the demonstration garden space, we could add the food and milkweed to one section
and accomplish this item.
16. Expand invasive species removal programs to make it possible to re-establish native milkweed
and nectar plants to the landscape. This item can be added what was completed November 7th. KKB
can take an item to the Parks Board to discuss placing milk weed along the fence at Sonora Park
other locations within the city. Any options will require approval by the City Manager or City Council
depending on what is proposed.
The Board should consider participation in this program and then select items that the Commission
would be interested in completing. The Mayor will take the on-line pledge and a proclamation will be
placed on the October 19 agenda.

Dear Monarch Supporter:
On behalf of the Texas Parks and Wildlife Department (TPWD) and Texan by Nature, please join us in
welcoming the fall monarch butterfly migration back to Texas. To help celebrate this rite of fall, we
invite you to the George W. Bush Institute in Dallas and on Tuesday, October 13`"at 10:30 am for a press
announcement. We will highlight conservation efforts Texans can make for monarch butterflies and other
important native pollinators.
The annual fall migration of the majestic monarch butterfly from Canada to Mexico has begun. The
butterflies'journey will cover approximately 3,000 miles and will culminate with a spectacular migration
through Texas that peaks in October. Over the last decade, we have seen a 90%decrease in the migrating
monarch population--estimated to be nearly one billion in the 1990's and falling to an all-time low of 35
million in 2013. Recent surveys report a modest increase in their population in 2014, but there is still
much we can do in our state to take care of this special species and its magnificent migration.
Given Texas' unique position along the monarch migration route, it is crucial for Texans to take a
leadership role in conserving and enhancing monarch habitat. We want Texans to know they can help the
monarchs complete their journey and continue to grow in number. Already, many groups are working to
make Texas a leader in Monarch conservation. The U.S. Fish and Wildlife Service has launched a new
major campaign and funding initiative, which will fund over $1 million of projects in Texas alone. Over
the last year, Texas Parks and Wildlife has partnered with the Texas Department of Transportation, the
National Wildlife Federation and the Lady Bird Johnson Wildflower Center to promote the expansion of
milkweed and nectar-producing pollinator gardens across our state. These"monarch waystations" serve
as habitat for monarchs to produce successive generations and sustain their migration. Texas Parks and
Wildlife has produced a statewide conservation plan for the monarchs that will help guide our efforts.
Texan by Nature is bringing private land owners, businesses and faith based groups to plant Monarch
habitat as part of our Monarch Wrangler initiative.
Please join us in taking care of this iconic species and all other native pollinators that are such an

Mayors' Monarch Pledge Action Items
Mayors and local government chief executives who have taken the Mayors' Monarch Pledge must
commit to implement at least three of the 25 following action items within a year of taking the pledge.
At least one action must be taken from the"Program& Demonstration Gardens"section. Mayors and
local government chief executives taking more than eight actions will receive special recognition as part
of the National Wildlife Federation's Mayors' Monarch Leadership Circle. NWF will follow up with all
mayoral points of contact with a quarterly survey(1/1,4/1,7/1, 10/1)to monitor progress. Please visit
www.nwf.org/mayorsmonarchpledge to take the pledge and access resources.
Communications&Convening:
1) Issue a Proclamation to raise awareness about the decline of the monarch butterfly and the
species' need for habitat.
2) Launch a public communication effort to encourage citizens to plant monarch gardens at their
homes or in their neighborhoods.
3) Communicate with community garden groups and urge them to plant native milkweeds and
nectar-producing plants.
4) Convene city park and public works department staff and identify opportunities for revised
mowing programs and milkweed/native nectar plant planting programs.
5) Convene a meeting with gardening leaders in the community to discuss partnerships to support
monarch butterfly conservation.
Program &Demonstration Gardens:
6) Host or support a native plant sale or milkweed seed giveaway event.
7) Facilitate or support a milkweed seed collection and propagation effort.
8) Plant a monarch-friendly demonstration garden at City Hall or another prominent location.
9) Convert abandoned lots to monarch habitat.
10) Plant milkweed and native nectar plants in medians and public rights-of-way.
11) Launch a program to plant native milkweeds and nectar plants in school gardens by engaging
students,teachers and the community.
12) Earn recognition for being a wildlife-friendly city by expanding your action plan to include other
wildlife and habitat conservation efforts through a program like the NWF Community Wildlife
Habitat program
13) Create a monarch neighborhood challenge to engage neighborhoods and homeowners'
associations within the city to create habitat for the monarch butterfly.
14) Initiate or support citizen-science efforts that help monitor monarch migration and health.
15) Add milkweed and nectar producing plants in community gardens.
16) Expand invasive species removal programs to make it possible to re-establish native milkweed
and nectar plants to the landscape.
17) Host or support a city monarch butterfly festival.
Systems Change:
18) Remove milkweed from the list of noxious plants in city weed/landscaping ordinances(if
applicable).
19) Change weed or mowing ordinances to allow for native prairie and plant habitats.
20) Increase the percentage of native plants,shrubs and trees that must be used in city landscaping
ordinances and encourage use of milkweed where appropriate.
21) Direct city property managers to consider the use of native milkweed and nectar plants at city
properties where appropriate.
22) Integrate monarch butterfly conservation into the city's Park Master Plan,Sustainability Plan,
Climate Resiliency Plan or other city plans.
23) Change landscape ordinances to support integrated pest management and reduced use of
pesticides and insecticides.
24) Ban the use of neonicotinoid pesticides,or plants and seeds treated with neonicotinoid
pesticides,on city lands.
25) California Specific: Pass a resolution to protect over-wintering monarch butterfly habitat on
public and private lands.

Brittany Rowe, 5602 Eden Rd is requesting to adopt-a-spot. She is open to a location but the board
should keep in mind that there will only be two people to assist with trash pick up. She has indicated
that she might also be interested in planting flowers as well.

Terms, Conditions, & Guidelines
® Select a spot appropriate to the capabilities and size of who will be
maintaining it (individual, family, group)
• Hold a safety meeting with volunteers prior to clean-up activities
• Pick up litter regularly, including during the "Don't Mess With Texas"
campaign each Spring, and report annually to KKB in October
• Accept full responsibility for your actions while volunteering to maintain this
spot
• Be aware of your surroundings: watch for motor traffic, do not disturb
animals or insects, be aware of poisonous plants or any other irritants, and
wear bug repellent and appropriate clothing (tennis shoes, pants, boots,
long sleeves)
• At the completion of the clean-up, take trash bags and/or collected materials
to Public Works for disposal
• Any planned improvements (plants, flowers, etc.) must be approved by KKB
and the City of Kennedale Parks & Recreation Board and are at your

Council, the Keep Kennedale Beautiful Commission, the Parks and

III. Summary:
The adopt-a-spot report is the first report since the program inception. For 2014-2015 reporting, which
is October 1, 2014 through September 30, 2015 we have collected 3,666 pounds of trash along our
roadways. This does not include the special clean-up completed by the Mayor and City Council
members at 1-20 and Kennedale Parkway earlier this spring.
The numbers in the report are approximate based on pounds provided by Keep Texas Beautiful and
TREES reporting guidelines. Total volunteer hours is 192.5 for the year.
There are two groups that have been notified of the need to report (several times) but no response has
been given.

The new year has begun and with City Council having appointed board members for this next year, it
