year term, however, it should be noted that the current Vice
Chair, Stephen Brim has not been reassigned to the Board and
so another member will need to be selected.

Events
The actual work plan for 2013 is attached to this briefing. It outlines the activities of the
board for the year and will be the basis for reapplying for the KTB affiliation in March 2014.
As part of the work plan, the Bring It event in October was quite successful even though
we did not receive a high number of car participation as we did in previous year. Total
cars for the entire event were 64, including the 35 which dropped off household hazard
waste. The total pounds collected include 1,798 pounds of paper, 2,497 pounds of
electronics and 7,201 pounds of household hazardous waste for a total of 11,496 pounds.
The event concluded with the Arbor Day event, beginning at Noon with lunch. Total
participation was 49 adults and children concluding with a tree give -away. The program
sponsors included Progressive Waste Solutions, TXU, KKB and the City.

This item will provide the KKB Board members the opportunity to review and discuss
the 2013 -2014 budget, current expenditures and possible projects for the
upcoming calendar year.
Staff has discussed with City Management the possibility of implementing some
type of rain harvesting system to capture water from the Police Department roof
and use it to irrigate the garden. We are checking into the costs and will have this
for you at our next meeting.

Summary: Discuss and consider approval of Trees membership
This item will provide the KKB Board members the opportunity to discuss
membership with the Trinity River Environmental Education Society (TREES). Staff
has attached a copy of the letter received October 31 regarding membership
and its benefits. Keep Kennedale Beautiful was a member last year with
membership dues of $50.00.

Dear TREES Member,
As coordinator of Keep Haltom City Beautiful and long -time member of the Trinity River Environmental Educa-
tion Society (TREES), I'm writing to ask you to continue your community's TREES membership at the rate of
$50 for the year 2014.
Membership in TREES provides the following benefits:
• Networking with other North Central Texas environmental education coordinators
• Monthly meetings, most of them via the internet, allowing us to share ideas and learn from each
other, right from our desks. Meeting this way saves time and fuel (keeping our air clean).
• TREES provides us the opportunity to share resources, such as the Big Earth Balloon; a great tool to
gain exposure and raise excitement at environmental events.
• Information sharing about Keep Texas Beautiful and Keep America Beautiful programs
• Community outreach opportunities such as the Fort Worth Stock Show's Kids Gone Wild
TREES members also share benefits from cooperative grants. For example, each year we've received a spon-
sorship for Trash Bash giveaways from the Trinity River Authority (TRA), which cuts down on individual city ex-
penses. Other grants have come from the TCEQ and have funded regional efforts in code enforcement officer
training, a video contest in cooperation with local ABC affiliate WFAA as well as materials to support our Trash
Bash cleanups.
Since 1992, the organization has focused on raising awareness of the importance of the Trinity River. During
those first years, as an ad -hoc committee, we met in late summer to coordinate volunteer cleanups along the
banks of the river. In 2003, we became more formally organized by achieving 501(c) 3 non -profit status. Since
then, TREES has grown from a dozen member cities to a total of 29 in 2013.
Our costs are minimal. We have a volunteer CEO who monitors our books, arranges our meetings, keeps us
aprised of environmental issues and represents us at state and national conferences. Officers, including presi-
dent, vice president, secretary and treasurer, also serve in a volunteer capacity.
From my perspective, my city's involvement in TREES has been a win -win. I hope you feel the same and that
you'll decide to stay with us. Dues of $50 must be received by Jan. 30, 2014. Attached is an invoice for process-

Summary: Review and discuss Tree City USA application and Urban
Forestry Project
Staff has completed the Tree City USA work plan and used this as the basis for the
application which was submitted in November. We should know whether we will
receive the designation, for the third year, sometime in February of 2014.
Rachel Roberts our Planning Director has suggested a project working with the
state forestry program to design an Urban Forestry Program. The goal of this type of
program is to have a plan that outlines the types of trees we have in Kennedale
and develops a plan to maintain and /or grow the current urban forest. As the city
continues to develop, having a plan that thoughtfully addresses community
forestry will help us to maintain and enhance the beauty of Kennedale while also
maintaining property values, public safety, electric service and increasing
connectivity of trails and walking paths throughout the city.
The city does not currently have a tree survey or urban forestry plan. The hope is
that the Texas Forestry Service will assist us in creating this plan either through a
grant to hire an Arborist or through a student group. More information will follow
after the December 11, 2013 meeting.

Summary: Review and discuss other possible projects:
Below are several other projects that have been mentioned or I've seen other
cities doing that may be possible projects for KKB's consideration. Briefly, they are
as follows:
a. Holiday Decoration /Lighting Contest for 2014. We discussed this early this
year but did not have time to plan. This may be an interesting project that
could get the entire community involved and raise awareness about KKB.
b. Beautification /Helping Seniors Project - This might be a way to help senior
citizens with home and yard repairs that otherwise are not getting done and
maybe causing code violations or just neighborhood blight. The city of
Kaufman has a similar type of program that has been quite successful. I've
attached a news article that provides an overview of the program.
c. Community Education Campaign - This is something that the City of
Graham's Keep Graham Beautiful (KGB) has done to make the community
aware of their programs. I've attached a copy of their information for your
review.
d. Recycling Tire Event - Larry Hoover has contracted with a company that will
recycle tires for a small fee. It is possible that we could ask them to come
out in the spring as a way to keep tires from showing up in our streams and
park areas. There is a per tire cost, and we could keep this to residents only
and the first 50 cars.
e. Don't Mess with Texas Campaign - One of the comments on last year's
"Governor's Award" application was that KKB doesn't support the Don't
Mess with Texas Campaign. It may be beneficial to think about how we can
take a more active role in this next year.
f. Bird Habitat Clean -up and paths - Rachel Roberts notified me that the bird
habitat was at a point that it could use another clean up and the paths
could use to have mulch spread on them again. This might be another
good event for the spring, perhaps a shared responsibility with the boy
scouts.
g. Volunteer of the Year Award - Is the commission interested in making an
award presentation to anyone in the community for their support of KKB's
efforts. This could be a youth, adult, or even a business? KKB may want to
consider nominating someone for the various awards provided by KTB. I
think this is another way for KKB to be recognized as an important
community program.
h. Simple Recycling - This is a company that partners with organizations to
recycle used clothing.
The Board should discuss whether there is interest in moving forward with any of
these projects and if so a suggested timeline and budget should be considered.

At the recent Texas Municipal League Annual Conference and Exhibition, held in Austin on Oct.
8 -11, the city of Kaufman was presented with the 2013 Municipal Excellence Award in City Spirit
for cities with population under 25,000. The award recognizes the city for its Neighborhood
Enhancement Action Team.
NEAT is a self -help beautification program that builds community assets. NEAT not only helps
improve the quality of life of residents in need, but it is a valuable tool that helps Kaufman attract
new development. Most importantly, it is neighbors helping neighbors. The NEAT program
focuses on restoring and cleaning up one neighborhood at a time, two times a year. NEAT has far -
reaching impact as it targets about 200 homes and businesses with maintenance issues and code
violations each year. A recent clean -up effort included more than 70 volunteers that repaired and
painted 12 houses and filled three 30 -yard dumpsters full of trash and debris. The NEAT program
is truly a community -wide effort and relies on city staff, volunteers, and local businesses to donate
their time, expertise, money, and supplies.
On hand at the conference to accept the award were Mayor William Fortner, Mayor Pro -Tem
Charles Gillenwater, councilmembers Barry Ratcliffe, Jeff Jordan, Patti Patterson and Ryan
Parker, City Manager Curtis Snow, Assistant City Manager /City Secretary Jo Ann Talbot and
Development Services Director Marcy Ratcliff.
The Texas Municipal League is a voluntary association of more than 1,130 Texas cities, which
includes Kaufman. The league's primary objective is to serve the needs and advocate the interests
of Texas cities, and it is the largest organization of its kind in the United States.

Graham

Graham, the Daffodil Capital of Texas, is pleasantly
situated in north central Texas, just 88 miles
northwest of Fort Worth. Founded in 1872, this
community has a population of 8,903 and boasts
"America's Largest Downtown Square," a unique
two - square block community gathering landmark.
Graham provides its citizens the personal touch of a
small town and the progressive services of a large
city. For several years, Graham suffered with clear
evidence of oversight and eyesores as no community
group was dedicated to maintaining its charm and beauty. Luckily, leaders within the community
were taking notice and ready to take action.
In February of 2012, Keep Graham Beautiful (KGB) took the community by storm as it launched
with a strong volunteer board of directors and support from the City of Graham Public Works
Department. First on the agenda, get buy -in from the city, which KGB successfully
accomplished by presenting evidence of blighted locations to city leadership. With the Mayor's
office on board, KGB filed for their official 501(c)3 designation, created a spiffy new logo, and
moved on to the next task — make Graham beautiful again! By spreading their message to key
groups within the community, such as the Kiwanis, Lions and Rotary Clubs, and Chamber of
Commerce, KGB was able to attract 276 Facebook friends within less than a year. Over 569
inches of advertisements, 446 inches of article in the local paper, frequent broadcasts on radio
stations, banners, and 1,000 "I Support a Cleaner Graham" yard and window signs ensured that
everyone in Graham knew of this organization's exciting new beginning.
Community education and beautification programs and campaigns began right away for KGB.
Newspaper and radio announcements educated citizens on recycling drop off locations and easy
to read "Yes/No" flyers identifying suitable and unsuitable items to recycle were distributed.
Youth education is provided year round to Graham students through animated videos teaching
anti - litter and cleanup messages at the Nature Park, utilized by the local elementary school.
Through the Graham Chamber of Commerce's monthly Chambergram, KGB reminds business
leaders that the community's appearance is paramount to economic development and first
impression impact. One of KGB's primary beautification initiatives was to address unsightly
curbs and gutters. Work with the city on this initiative resulted in the purchase of a new street
sweeper, herbicide applicator truck, and front -end loader for removal of soil buildup. By
partnering with the Texas Department of Corrections, KGB was able to utilize 316 man hours of
labor to clean and beautify a blighted park and drainage area. Main Street Graham beautified the
Downtown Square by removing floral and brush overgrowth and replanting beds with attractive
perennials. Plans to beautify historic Shawnee Park, a highly visible city focal point, were
submitted to the U.S. Army Corps of Engineers. Additionally, sixteen abandoned homes were
demolished and more than 100 abandoned vehicles were identified for code violation. After
many successful public hearings and citizen committee meetings in 2012, plans for a $1.2
million park development are underway!
Thanks to KGB, Graham isn't just becoming more

During their Spring Cleanup and Fall Brushup
events, KGB engaged around 1,000 volunteers and
collected over 200 tons of refuse. Two large trailer
loads of electronic devices, 4 tons of shredded paper,
and 180 tires were collected for recycling. A
whopping 20,000 cubic yards of brush was collected
and turned into mulch, available at no charge to city
residents. The city and KGB didn't skip a beat when
Graham's longtime trash disposal vendor
unexpectedly terminated assistance with recycling collection. The Public Works Department
custom fitted a 14 foot dump trailer for collection and placed it for convenient public access. The
city also restored a vandalized and long dormant compactor, into which the trailer is emptied as
frequently as three times a week. Compacted recyclables are then transported almost 150 miles
to a sorting center in McKinney. By far, the most unique and prominent litter program is KGB's
Litterbuggies I and II! These right -hand drive former US Postal Service vehicles are custom
fitted for litter patrol and pickup. The "face" of Keep Graham Beautiful, they cruise the streets of
Graham collecting trash and debris along the way, and allowing even mobility impaired citizens
to help keep Graham streets spic and span!
After six years of neglect, Keep Graham Beautiful is aggressively increasing community
awareness, pride and involvement. From students to senior citizens, from educators to city
officials, business proprietors to residential property owners, Graham citizens are engaged and
active in enhancing, improving, protecting and preserving their community like never before.

the environment of their community, the state of Texas and
beyond.
The OP Schnabel Senior Citizen Award recognizes senior
citizens (age 55 +) who demonstrate positive, dynamic and
selfless public- spirited leadership in enhancing their local
community environment during their lifetime.
The Ed Davis Litter Law Enforcement Award is a once in a
lifetime award recognizing a law enforcement professional, such
as a police officer, prosecutor, judge or environmental compliance
officer, who has gone above and beyond in their approaches to
