III. Minutes Approval — A. Consider action to approve minutes for the May 13, 2014 meeting—minuteswill be approved next month. IV. Visitor/Citizens Forum—no one present to speak. V. F;bgular Items A. Fbview and discuss the on-line litter survey The results indicated that we had approximately 51 residents participate in the survey from a variety of age ranges. Staff offered options for next stepsto consider curbside recycling, including the possibility of a pilot program in the fall with more information to follow. B. Discuss and approve next steps for the bird/butterfly demonstration garden Staff reported that Wilda, Pam and Fred have completed the soil amendment and weed pulling in the garden. The next step isto determine a day to plant and any other activities left to complete. Several actions previously discussed were placement of the bird bath, extending rock along the front of the garden were it is too wet to plant, finishing out the path and filling in with plants and mulch. Same or all of this can be completed anytime between now and/or early to late fall. Laurie will post on Facebook the work that needs to be done in the garden to encourage volunteers to assist us. C Discuss and take action to implement a recycling pilot program Staff provided an update regarding curbside recycling. Residential surveyscontinue to indicate that residentsare interested. The city has provided drop-off recycling locations at city hall and the landfill but we are now having problems with these locations. Progressive Waste has contacted the city to tell them the service sites are being abused and the dumpsters cannot be recycled due to all the trash and unrecyclable materials being placed in them (such astires, furniture, and TV.'s). Progressive Waste Solutions is offering a curbside recycling pilot program for one neighborhood to determine if residents would support paying for such a service. The proposed pilot program would be provided to one neighborhood for approximately three months, at no cost to the residents during the pilot. The city would cover the cost of the service during the pilot program. The proposed cost for residential curbside recycling is estimated for a 65 gallon cart, weekly pickup is$3.60 per month or every other week pickup is estimated at $2.75 per month. There are four possible neighborhoods with HOA'sthat could easily be considered for the pilot program: Steeplechase(184 homes), Brookstone (135 homes), Shady Creek(114 homes), and Oak Hill Park(154 homes). Next month the board should make a recommendation asto which neighborhood the pilot program should begin. D. Discuss and approve action for implementation of the Oakhill Park Yard of the Month program Staff provided a brief report regarding the attached email requesting participation in the Oakhill Park yard of the month program. This is a new program under consideration by the HOA. Millie Daviswas not present at the meeting to discuss her request. The Yard of the Month program would be a nice way to get KKB involved and marketed in the community. The cost of the sign would be minimal and could be purchased at the same location asthe adopt-a-spot signs. The board will be provided an item in the future to discuss budget action. E Discuss and consider action for implementation of the 2014 KKB Strategic Plan The board was provided with a copy of the Strategic Plan and it staff will place it back on the agenda once everyone has ample time to review. VI. Reports/Announcements Kelly made an announcement about the boards and commission process through the city secretary's off ice asking those up for appointment to be sure to complete paperwork.
