Ahrendt Note: made by Mr. Gladden about location change and the legal requiremnts regarding posting of notices. The City Administrator Ted Rowe read the statements concerning justification for termination of Mr. Ahrendt as submitted previously to Mr. Ahrendt and Mr. Gladden. Mr. Gladden questioned Mr. Rowe regarding the statements he read. Mr. Gladden had Mr. Ahrendt respond to each of the statements read by Mr. Rowe. Box 268 Kennedale, Texas 76060 RE: First Review of Tower Business Park KEN86841 Dear Mr . Rowe We have received the plans for the referenced project and have completed the first review. We offer the following comments regarding compliance with the City of Kenned ale's Subdivision Regulations (Ordinance 69-2) and good engineering practice. Plat 1. Is this a preliminary or final plat? If final, it needs to spell out final at all appropriate locations. 2. Page number from Vol. 6957 is not the same in description and on the drawing. Need the correct page in both locations. 3. Describe type and width of easements, show building setback line. Conform to the requirements of the City for business property adjacent to residential property. 4. Need additional 10 feet of R.O.W. along Mansfield-Cardinal Road to conform to to the requirements of a collector street which requires a 70 foot R.O.W. 5. Show cul-de-sac on Tower Drive. With this cul-de-sac, Lot 4, Block 2 is not adequate. Lot 5, Block 1 and Lot 1, Block 2 are marginal in size. What are the minimum lot requirements? 6. Need a surveyor's signature and seal. 7. Developer is responsible for sharing in one half of the cost of a curbed street of Mansfield-Cardinal which forms part of the boundary of the subdivision. 8. Final plat shall include certification of the surveyor attesting to its accuracy and certification by the engineer responsible for the final plat attesting to its accuracy. 14a.s~~2 Mr. Ted Rowe June 9, 1986 Page 2 9. A statement signed by the owner dedicating all streets, alleys, easements, parks, etc. to public use has not been included. Water System 1. Developer is responsible for running an 8-inch waterline along the property at Mansfield-Cardinal Road, or paying a pro-rata share of the cost of this line. 2. No plan and profile of the proposed waterlines and fire hydrants showing depths and grades of the lines has been included in the plans. 3. What water flows and pressures will be needed in the development? Will one existing 6-inch waterline be adequate? The developer is responsible for providing service to his development. 4. Need to loop system and should have a two way feed. 5. Show services. Sewer System 1. No plan and profile of the proposed sanitary sewer indicating depths and grade of lines has been provided. 2. How was the sanitary sewer line sized. Show calculations on proposed discharge. 3. Sewers should be laid in straight alignment where possible between manholes. 4. Show services. 5. See General Sanitary Sewer Notes concerning Type PS-46 PVC pipe. Streets System 1. No plan and profile of streets. Need street design with elevations, street widths and pavement design. 2. Show 50-foot visibility triangle at all intersections. 3. Developer is responsible for one-half the cost of improving Mansfield-Cardinal Road to a curbed street along the boundary of his property. 4. Additional 10-feet of R.O.W, needs to be dedicated along Mansfield-Cardinal Road. I ~~s~- 3 Mr . Ted Rowe June 9, 1986 Page 3 5. What is proposed for traffic movement at the end of Tower Drive? Should have a cul-de-sac. 6. Street lighting does not appear to be addressed. 7. Sidewalks have not been addressed. Drainage System 1. Storm drainage plans showing the following: a. All street widths and grades b. Runoff figures shall be indicated on the outlet and inlet side of all drainage ditches and storm sewers, and at all points in the street at changes of grade or where water enters another street or storm sewer or drainage ditch c. Drainage easements shall be indicated. ~ 2. Provide calculations showing the amount of drainage which the streets will have capacity for. What will happen to the excess? Are downstream drainage structures sized to handle the increased runoff? 3. Wh at happens to the drainage? Is there an existing ditch and is it adequate to handle the increased flow? What about downstream areas, will they be flooded by the increased discharge? Should there be a retention pond designed to retain the runoff? 4. Will the streets handle the projected flow? What level of water does the 25-year rainfall cause (pg. 8 No. 5 City Ordinance)? 5. Contour at end of Tower Drive appears to cross other contours, is this possible? Miscellaneous 1. Need to show standard details of the water, sewer, drainage and streets as you are proposing to have them constructed. 2. All references to preliminary should be changed. Upon the City of Kenned ale's review and acceptance of these comments offered herein, we would recommend that the Developer provide corrections and additions to the plans as noted. Our recommendations do not in any way relieve the Developer or his agent from responsibility and compliance with the City of Kenned ale's Subdivision Regulations (Ordinance 69-2) and good engineering practice.
