commissioners or staff. All speakers must limit their comments to subject matter relating to the
commission. No formal action can be taken on these items.

A. San Jacinto Parade — Darlene turned in the entry form to the Chamber, Laurie had a
smaller KKB banner made for the float, Pam is crafting a model of the San Jacinto
Monument to sit in the bade of the 4 wheeler that Pam and Darlene are decorating and
going to ride in the Parade to represent the KKB.
B. Brickworks Festival —KKB Board members will help in the dean up on the 19th from 4-7
p.m. Kelly will have trash bags and pickers at the Community Center.
O Butterfly Garden—Board discussed how nice the Garden is looking and Kelly brought up
the issue of the day in the Garden, may have to consider adding something to the soil in
the future.
D. Don't Mess with Texas&Bird Sanctuary Clean up—May 91h at SDnora Park, Kelly created
the flyers for the event. Laura with Agri Life will train volunteers on evasive plants
before the dean-up starts. Wilda suggests we start at 9 to allow for time to train, assign
groups and equipment and proceed to dean up by 10. Laurie will follow up with the Boy
SDouts to see if they will be participating in the event. Kelly got the KKB logo on 100
frisbeesto be used for platesduring the lunch we will provide in the Pavilion. The Critter
Man will do a program with his Critters after we eat.
E Wildflower Area SDnora Park— First Methodist Youth Group will meet after Church on
the 121h to spread the seed bombs, Michael will get the ground ready before Sunday.
F. Future Projects for 2015—Discussed the possibility of a Holiday Decorating Contest with
a Facebook marketing campaign to get City involvement and maybe on a KKB meeting
night the Board would go around town and choose a winner and we would put a sign in
the yard of the winner stating that Keep Kannedale Beautiful sponsored the contest and
the sign for the winner.
G. Bring it Event — It has been suggested that there is a company that could come to our
event that recycles tires, Board discussed there is a need for this in the City since it
would be a cost to the City the Board suggests to put a limit of 4 tires per Household,
Kelly will research the cost to see if it is feasible to include this in the Bring it event.
H. Adopt a Spot Application—Spillman Insurance has applied for a spot and would like the
Board to pick the spot for them, Wilda suggested Kennedale Pkwy up by Tower. Laurie
motions, Darlene 2nds — Approved. Kelly will draft up Thank You letters for the two
busi nesses.
VI. Feports and Announcements—
A Texas A&M Forest 13arvice has offered to provide 100 trees to 100 Cities in honor of
their 1001h Year; Kelly signed us up for a 100 trees to be delivered in November for our
Arbor Day Event.
B. Laurie signed us up for the Texas Pride Take Care of Texas program and we received a
certificate and some handouts and stickers.
Q Kelly suggested not submitting Mr. Wilcox with the KHSOutdoor Qub for the Educator
Program this year since the process is so involved and maybe by next year she will have
had more time to compile all the information for the submission.

I have been a deputy-chief since 2012 which working thorough
understanding and facilitating of the personnel management,motivation,
administrative training,and administrative reform both national and sub-
national levels.Focusing on the accomplishment of government policy of Decentralization and De-
concentration reforms in Cambodia,through adapting policies and regulations for sub-national levels,
monitoring and researching directly at the local levels.I have a main aim to reduce corruption and
increasing the creditability of government image which nowadays less trust by citizens because of
inability of government in providing public services,nepotism in public organizations,injustice
practices of top management to public officials motivation,higher rate of public officials'absenteeism,
and less cooperation among officials.Good governance,decentralization and de-concentration practices
in USA,effective rule and regulation to improve public function,and local governance are the interest
topics I would like to explore in this program.
At the same time,I am a visiting professor at a university,Economic Development,and Comparative
Economic System are offering to some students by adapting ICT standard of teaching methodology.And
working on paper"The impacts of motivation and satisfaction on public employees'absenteeism:
evidence from Cambodian's public organizations".
As a membership of CJAC(Cambodia-Japan Association of Cambodia),which provide assistant and
sharing knowledge to students and public officials since 2012 and a membership of Public Official of
Ministry of Interior Association since 2008.The main activity is obtaining the good working
environment,rights,and protection to ministry officials.
I graduated from International University of Japan,Master's degree of Public Management and Policy
Analysis Program(PMPP),June 2014,through the JDS scholarship.In 2006,as Khmer Law Compilation
Coordinator I had coordinated in the production of the first CD-Rom version of the Cambodian
applicable laws.This CD-Rom produced by the students in faculty of Public Administration 2nd batch at
the Royal University of Law and Economics,in which cooperated with the Cambodia Office of the United
Nations High Commissioner for Human Rights(UNHCR).

Mr.Bounmy Sibounheuang was born in the remote area in the northern part of
Laos where education is very rare access.Many people in his community lack
opportunity to access the higher education.Because of his parents are very
poor.They have no money to afford him to school he decided to become a novice to live at the temple for
study.As a monk,he went to university in Chiangmai,Thailand and became the only one person in his
village who graduated.He always dreams to get higher education from abroad in order to model the
young people in his community.In the future,he wishes to educate young people in his community to
come along with him and reach the international. During doing his degree in Chiangmai,he worked as
volunteer for Religious and Cultural Confict Resolution at Payap International University.He was also an
English Teacher at Secondary School as part-time.He enjoyed teaching English to the children.In the
evening,he actively joined Monk Chat Program where he improved his English speaking.Monkchat
gives both monks and foreigners chance to discuss about Buddhism,religious,and exchange the culture
differences. After he graduated,he returned to Laos and taught English part-time for colleges in
Vientiane capital.He got his first job as Trainer-Language Skills at Training Centre,LXML Sepon Mine
Industry.He has been trained to be professional trainer such as TESOL(Teaching English to Seakers of
Other Languages)program and TKT(Teaching Knowledge Test),Presentation Skills,Communication
Skills and Teamwork Model.His pedominantly accountable is to train Lao employees across site and
upgrade their languages competence especially English Language.However,planning,development,
evaluation of the couses is also involved. Based on his knowledge and experience at the Training
Centre,he was interested to work for Education Sector after MMG.He and his friend in Germany
initiated a small project called"Education Technical Promotion"at Luang Namtha Teacher Training
College.This project aims to educate the pedagogue on teaching technique and creating learning
material at LTTC as it produces thousand of teachers every year.Although,he is very busy working for
MMG but he wishes to continue his project to promote education in the remote area of Laos. He has
recently moved to take new managerial role in Vientiane Office as HR Coordinator-Career&
Employment,LXML Company.This role provides him new challenge as mostly involves the
management,key relationship and communication for all levels both internal and external LXML,MMG,
conducting research on Lao labour market and creates an optimal plan and advertising activities to
inspire more people throughout Laos.This role also gives him skills,experience and knowledge in terms
of Human Resource Management as it's completely different between his previously position as trainer.
However,he strongly believe that learning to know more different areas of job is the way to improve his
future career.
