comments must be directed towards the Chair, rather than individual commissioners or staff. All
speakers must limit their comments to subject matter relating to the board. No formal action can be
taken on these items.

In compliance with the Americans with Disabilities Act, the City of Kennedale will provide for reasonable
accommodations for persons attending City Council meetings. This building is wheelchair accessible, and
parking spaces for disabled citizens are available. Requests for sign interpreter services must be made

There was no one wed ti ng to address the board.
V. Regular Items
A. Review Edge Assessment in order to make recommendations for Edge Reimbursement Program.
Di rector expl ai ned what the assessment process was and why our I i brary rated low i n certai n areas I i ke not
providing formal computer training due to lack of building space to set up classes; why we don't schedule
meeti ng rooms as the bui I di ng does not provide any space for meeti ngs; and why we don't have more
relationshi ps with organizations in the community dueto only the schools and chamber of commerce being
avai lable to our community. The di rector asked how the board felt about providing a couple of computers
with educational programs for smal I children. If they are not hooked up to the i nternet, the I i brary would
not be requi red to apply Cl PA to ad I of the computers i n the I i brary, i ncl udi ng the staff computers. Board
agreed to allow di rector to explore the possi bi I ity of educational programs for young children and addition
of more software for the public computers.
VI. Reportsfannouncements
A. Update the board on current consortium memberships
Gwen updated board on the A rl i ngton Kennedale Mansfield Library Partnership and the progress on the
current consortium and the Grand Prairie Public Library. The new program that they are exploring is a
consorti um onl i ne component for the summer readi ng program.
VII. Adjournment
Motion To adjourn, Action Adjourn, Moved By Don Rawe, Seconded By Elaine Brower. Motion Passed
Unanimously.
The meeting was adjourned at 6:25 pm. Next meeting was set for April 13, 2015 at 5:30 pm. Board wi I I

Computer Use Pol icy
I. Purpose
In response to advances in technology and the changing needs of the community,
the Kennedale Public Library endeavors to develop col I ecti ons, resources, and services
that meet the cultural, informational, recreational, and educational needs of the City of
Kennedale. The Kennedale Public Library provides access to abroad range of
i nformati on, i ncl udi ng resources avai I abl e through the I nternet.
This document contai ns a L i brary-wide pol i cy for the management of computer
data networks and resources made available by the Kennedale Public Library. In
addition, this document reflects the privileges and responsibilities of Kennedale Public
Library patrons.
11. Confidentiality
The Kennedale Public Library will consider information stored on its computer
network that identifies or serves to identify a person who requested, obtained, or used a
Library material or service, including the Internet, as confidential, unless the information
i s exempted from confidentiality under the Texas Public Information Act.
111. Copyright
U.S. Copyright Law (Title 17, U.S. Code) prohibits the unauthorized reproduction
or distribution of copyrighted materials except as permitted by the principles of "fair
use". Users may not copy or distribute electronic materials, including electronic mail,
text, images, programs, or data without the explicit permission of the copyright holder.
Any responsibility for any consequences or copyright infringement 1 i es wi th the user.
The Kennedale Public Library expressly disclaims any liability or responsibility from
such use.

A. Users are responsi ble for the access poi nts they reach. Parents are responsible
for monitoring the I nternet and computer activity of their children.
B. As with printed i nformati on, not a1 I sources on the I nternet provide accurate or
complete i nformati on.
C. Asa user of the Internet, you should beawarethat the display of pornographic
materi al i n a publ i c pl ace i s a cri mi nal offense(see Texas Penal Code, Secti ons
43.21, 43.22 and 43.24). Computer users wi I I be asked to remove such material
from a computer screen. Fad I ure to remove such material from the computer
screen will result in the police being cal I ed and the user being prosecuted to the
fullest extent of the law.
V. General Use Requirements
A. Internet access computers are avai I abl e on a first-come, first-served basis, subject
to maintenance, during established operating hours at the Kennedale Public
Library.
B. Prior to using the Library's computers, Library patrons must:
• read the Computer Use Pot icy careful Iy; and
• fill out and sign the Computer Use Agreement.
C. Patrons are requi red to have a current Kennedale Publ is L i brary card or a current
card from one our NTLC (North Texas L i brary Consorti um) I i brari es and be a
member i n good stand ng.
D. V i siti ng Patrons over the age of 18 may request a temporary guest pass f rom the
I i brary staff and wi I I be expected to abide by ad other pol icy restrictions.
E. Patrons under the age of 18 must have their Computer Use Agreement signed by a
parent or I egal guardi an before they wi I I be al I owed access to the publ i c
computers. The parent or guardian must sign the Computer Use Agreement at the
Library with proper identification.
F. Patrons may use the L i brary computers for 1 hour. Ti me may be extended if no
oneiswaiting. Patrons must relinquish the computer immediately when asked by
a L i brary staff member.

G. Al I patrons are asked to cease use of the computers 15 mi nutes prior to closi ng
time.
VI. Assi stance From Staff
A. The L i brary staff wi I I be gl ad to assi st you i n accessi ng the I nternet and other
programs but cannot provide in-depth training.
B. D ue to L i brary schedul i ng, computer trai ned staff may not a1 ways be avai I abl e to
assist you.
C. Users should notify the Library staff immediately if they encounter any problems
with the computer or programs.
VII. Rules For Use
A. Email accounts are not provided by the Library.
B. No more than two patrons wi I I be a1 I owed at each computer at one ti me.
VIII. Pri nti ng
A. Pri nti ng of documents i s al I owed for a fee.
B. Patrons wi I I be responsi ble for all printouts made intentionally or otherwise.
I X. Warning Regarding V i rus
Although a vi rus-checker is used on the I nternet access computers, this wi I I not
completely protect the storage devise you use for downloadi ng from the chance of
being infected with a virus. Software downloads from the Internet may contain a
vi rus and you need to have vi rus-checki ng software on your personal or work
computer.
The KENNE DAL E PUBLIC LIBRARY is not responsible for damage toa
patron's storage devise or personal/work computer; or for any loss of data or
damage or liability that may occur from patron use of the Library's computers
(See Disclaimer on page 1-2.)
X. You W I L L lose your computer privileges if you engage in any of the
following actions:

A. Gai n unauthorized access to any network or computer system, i ncl udi ng the
Library network or computer system.
B. Engage i n i I I egal or cri mi nal activity, i ncl udi ng sl ander, I i bel and the
transmission/display of pornography. According to the Texas Penal Code, Sec.
43.24(b) a person commits an offense if he displays harmful material and is
reckless about whether a mi nor is present who may be offended or alarmed by the
display.
C. Willfully attempt to damage or misuse any computer hardware and/or software, or
to alter software configurations.
D. V i of ate copyri ght I aws and software I i censi ng agreements by the unauthorized
reproduction or distribution of copyrighted or licensed materials.
E. Obstruct other people's work by usi ng the system unreasonably or by del i beratel y
crashing or disrupting any computer systems.
F. Engage i n any acti vi ty prohi bi ted by f ederal or state I aw or I ocal ordi nance.
