Special Meeting - August 22, 1989

Mayor Steve Radakovich called the meeting to order at
6:30 p.m.
Members present were Steve Radakovich, Bill Abbott, Pete
Kirkpatrick, Jerry Mitchell and Robert Mundy. Mark Wright
was absent.
ITEM NO. 2 - Selection of Roof Material for Police Facility.
Mike McCarty described the brick as being similar to the color.
on the community center with a regular grey mortar. Mike
McCarty recommended the Tampco roof over the GAF because the
GAF has a six week delivery time. The Tampco roof is a 340
pound material with a 35 year warranty so it meets or exceeds
what was discussed.
Motion was made by Bill Abbott, seconded by Jerry Mitchell
to select Weathered Wood for the color of the shingles.
Abbott, Mitchell and Kirkpatrick voted aye. Mundy opposed.
Motion carried.
ITEM NO. 1 - Approval of Koch Pipeline Proposal.
Ted Rowe passed out information on the pipeline. Mr. Gene
Myers offered to include the same provisions that are included
in Arlington's Contract in Kennedale's Contract, as applicable.
A tentative agreement was made to pay Kennedale the same amount
as Arlington was receiving per linear foot, however, there is
a change in the negotiation in Arlington. Larry Walther indi-
cated earlier that day that the agreement between Koch and
Arlington was a payment of $300,000 for 20,000 linear feet of
pipeline, however, he felt there was some pressure from the
Arlington Council to increase that amount. Mr. Myers addressed
the last meeting with Arlington on 8/21/89. Arlington requested
one million dollars down and $100,000 a year and Myers stressed
that his company could not grant that amount and if they could
not work out an agreement, they will have to change the route
of the pipeline. Mayor Radakovich pointed out than an agree-
ment should be reached with Arlington first in order to see
where the pipeline is going to be located before Kennedale
can make a decision. The pipeline in Kennedale right-of-way
is approximatley 2,800 linear feet and 25,500 linear feet in
Arlington. Council had no objections to the pipeline if it

meets all the criteria of Fort Worth and Arlington.
Action was not taken on this item.
ITEM NO. 3 - Budget Workshop - General Briefing -
Overview and Discussion.
Ted Rowe provided a general overview of the budget and a
budget comparison of revenues and expenditures by department
for last year verses this year. A tax rate of $0.3575 is
planned which is the computed rollback tax rate. Park items
were taken out of the Community Center Budget. The park
items and Gene Henick (previously Water Department) were
added to the Street Department Budget. The Senior Citizen
Center was added to the Community Center Budget. Approxi-
mately $112,000 additional monies are needed for the new
budget. $248,000 is the projected sales tax figure for the
budget based on property tax computations. Council discussed
an additional patrolman and ambulance fees and services.
Motion was made by Robert Mundy, seconded by Bill Abbott,
to adjourn at 9:10 p.m. Motion carried.
