07/15/1989, Special Meeting Minutes1630 Kennedale City Council Special Meeting - July 25, 1989 Mayor's Office - City Hall Mayor Steve Radakovich called the meeting to order at 7:35 p.m. Members present were Steve Radakovich, Bill Abbott, Pete Kirkpatrick, Robert Mundy and Mark Wright. Jerry Mitchell was absent. ITEM NO. 1 - Award Bids for Project 891-WWST, Water Well, Storage Tank, Site Improvement. Ted Rowe informed Council that bid specifications were sent out on a water well, a separate project for a 300,000 gallon ground storage tank, a pump house and the necessary plumbing. Two bids were received for contract #2 which is the tank, pump house and pump. R.R. Davidson was the low bid at $176,833. Tank Builders, Inc. bid was for $228,199. Cheatham is working with the Davidson Company trying to get them to agree to extend their bid by 30 days. The reason for that is to allow Council to go out for bids again on the well. Ted Rowe recommended no action betaken on Contract No. 2. Both bids were valid. The reason for delaying the bid on the water well is because only one bid was received from J. O. Myers Company for $267,885, and an error was printed in the Dodge Report. Bill Abbott made a motion, to reject the water well bid from J. L. Myers and table the contract No. 2 bids, seconded by Robert Mundy. Abbott, Mundy and Kirkpatrick voted aye, Wright voted nay. Motion carried. ITEM NO. 3 - General Discussion. Ted Rowe submitted the Master Plan booklet. Several black and white maps 30" x 40" will be available. Maps can be reduced to 20" x 30" to be sold with the booklet and use the larger ones by the staff. A few clerical errors are being corrected on the map. Council discussed having a retreat to discuss the up coming budget in a relaxed atmoshphere. Don Driver is checking the legality of holding the retreat outside the geographic bounds, and posting the meeting. Ted Rowe said that the federal government will not reimburse to take the old sewer flume and make it safe from floods. Money will be available to replace what we had but the dollar amount is unknown. It may be possible to build it above the flood level so we won't loose it again, and will cost very little if any more. A $16,000 bid was submitted to install $2,000 to $3,000 worth of equipment. If the city buys the equipment, someone could install it for approximately $5,000. It will be installed on the Arlington side of the line. 1631 Special Meeting - July 25, 1989 Federal funds are not available to reconstruct Dick Price Road. The Mayor suggested the project be considered next year. Motion was made by Mark Wright, seconded by Bill Abbott, to adjourn into executive session at 8:14 p.m. Motion carried.
